正当朝核问题六方会谈在北京艰难进行之时，平息了一段时间的伊朗核问题又起波澜。在伊朗宣布重启核活动的决定后，英、法、德三国大为恼火。8月2日，三国外长共同致信伊朗，警告伊朗不要“轻举妄动”。法国总理德维尔潘更是威胁要将伊朗核问题提交联合国安理会解决。外电报道如下：Iran
said it hoped to restart work
at a uranium conversion plant on Wednesday and said a
request by the U.N. nuclear watchdog that it wait a week for
surveillance equipment to be installed was unacceptable.
The spokesman for Iran's Supreme National Security Council Ali
Aghamohammadi said IAEA (International Atomic Energy Agency) inspectors
and Iranian experts were at work at the plant near the central city of
Isfahan.
"They are doing the executive work and we hope that today we will be
able to restart the activities," he told reporters.
Surveillance意为“监视，监督”，例如：under surveillance（在管制[监视]下）；electronic
surveillance（电子监视）；aerial surveillance（空中监测）；high altitude
surveillance（高空侦察）；distant surveillance（远距离观察）；surveillance radar
equipment（监视雷达，缩写为S.R.E）。
针对伊朗核问题出现的新危机，法国媒体认为，能否通过谈判解决伊朗核问题，这是对欧盟脱离美国、以独立外交解决重大国际问题能力的一次重大考验。
