>Bars switch to pasta straws
'意面吸管'减少塑料垃圾

At a time when the world searches for ways to reduce plastic waste, pasta straws might be one of the answers.
在这个全世界都在寻找减少塑料垃圾方法的时代，"意大利面吸管"很可能成为解决这个难题的答案之一。

Many bars in Italy are starting to use straws made from wheat that are 100% biodegradable.
意大利的许多酒吧已经开始使用这种由小麦制成，百分百生物可降解的吸管。

The straws are the same shape and size as a standard plastic straw. They don't change the flavor of the drink.
这种吸管的形状和尺寸与标准塑料吸管的相同,不会改变饮料的味道。

The pasta straws last 1 hour in cold drinks, and the colder the drink, the longer one can use them.
喝冷饮时，意面吸管可以保持1小时不变软，而且饮品越凉，吸管的使用时间就越长。

Due to the risk of burns, it is generally not recommended to drink hot drinks through a straw, though totally fine to use the straw for a few seconds to stir coffee.
至于热饮，因为有烫伤的危险，所以一般不建议使用吸管。但如果是用于搅拌咖啡等热饮，这种短短几秒的操作对于意面吸管来说是完全没有问题的。

If you're nursing a drink for hours and the pasta eventually softens, you can even choose to eat it.

>IMF lowers growth forecast
IMF下调全球增长预期

The International Monetary Fund (IMF) on Tuesday lowered its global growth forecast for 2019 to 3% in the newly-released World Economic Outlook report, down 0.2 percentage point from its estimation in July.
15日，国际货币基金组织(IMF)在最新发布的《世界经济展望报告》中将2019年全球经济增长预期下调至3%，较今年7月的预测值下调0.2个百分点。

Noting that this is the slowest pace since the global financial crisis, IMF chief economist Gita Gopinath said that "growth continues to be weakened by rising trade barriers and growing geopolitical tensions."
IMF首席经济学家吉塔•戈皮纳特指出，这是全球金融危机爆发以来的最低水平，她还表示，贸易壁垒上升和地缘政治紧张局势不断升级会使经济增长继续放缓。

Advanced economies continue to slow toward their long-term potential, with growth downgraded to 1.7% this year, the report showed. Growth in emerging market and developing economies has also been revised down to 3.9% for 2019.
报告显示，发达经济体长期潜力持续放缓，今年经济增速放缓至1.7%。新兴市场和发展中经济体2019年的增长预期也被下调至3.9%。

"To rejuvenate growth, policymakers must undo the trade barriers put in place with durable agreements, rein in geopolitical tensions, and reduce domestic policy uncertainty," she said.
戈皮纳特称，要使经济恢复增长，政策制定者须通过持久的协议消除贸易壁垒、控制地缘政治紧张局势并减少国内政策不确定性。

>CPI up 3% in September
9月我国CPI同比上涨3%

China's consumer price index (CPI), a main gauge of inflation, rose 3% year-on-year in September, the National Bureau of Statistics said Tuesday.
国家统计局15日称，9月，全国居民消费价格指数(CPI)同比上涨3%，CPI是判断通胀的主要指标。

The growth rate was up from 2.8% in August, and the highest so far this year. Food prices grew 11.2% year-on-year last month, up from 10% in August, while non-food prices gained 1%, 0.1 percentage points lower than that of August.
9月CPI涨幅较8月的2.8%有所上升，是今年以来出现的最大涨幅。上个月食品价格同比上涨11.2%，较8月10%的涨幅有所上涨。非食品价格上涨1%，较8月下降0.1个百分点。

Pork prices rose 69.3% year-on-year last month, while the growth rate narrowed on the month-on-month basis. Vegetable prices saw an 11.8% slip from a year ago. The CPI in urban and rural areas registered a year-on-year growth of 2.8% and 3.6%, respectively.
9月猪肉价格同比上涨69.3%，其环比增幅收窄。蔬菜价格较上一年下降11.8%。城乡居民消费价格指数同比分别上涨2.8%和3.6%。

>Beijing's waste sorting rules
北京垃圾分类征求意见

Individuals in Beijing who refuse to sort their garbage will be subject to a fine of 200 yuan, according to a new draft amendment to the city's current regulations on domestic waste management.
《北京市生活垃圾管理条例修正案(草案送审稿)》规定，拒绝分类投放垃圾的个人将面临200元罚款。

The regulation, which is open for public feedback until Nov 13, specifies that departments and people who produce household waste should be responsible for classifying garbage as kitchen waste, recyclables, hazardous waste and other waste.
该条例目前正公开征求意见，征求意见时间截至11月13日。条例要求单位和个人应按照厨余垃圾、可回收物、有害垃圾和其他垃圾这四大类分类投放生活垃圾。

Companies and organizations could be fined from 10,000 to 50,000 yuan if they refuse to follow the new regulations, according to the draft. The regulation also proposes a fine from 1,000 yuan to 5,000 yuan for restaurants, food delivery companies, and hotels that continue to provide disposable cutlery or single-use toiletries when consumers have not explicitly requested them.
公司和组织拒绝将生活垃圾分别投放至相应收集容器的处1万元以上5万元以下罚款。条例草案还规定，餐馆、餐饮配送企业以及旅馆主动向消费者提供一次性餐具或者一次性日用品的，或将面临1000到5000元的罚款。

Express delivery firms that operate in Beijing should use electronic waybills and green packaging materials such as recyclable boxes or bags and eco-friendly tape.
快递企业在本市开展经营活动的，应当使用电子运单和环保箱(袋)、环保胶带等环保包装材料。
