国务院新闻办公室12月29日发布《中国的出口管制》白皮书。这是中国首次发布出口管制的白皮书，旨在全面介绍中国完善出口管制治理的立场、制度和实践，阐述中国维护世界和平与发展，维护国家安全和国际安全的主张和行动。

China issued its first white paper on export controls on Dec 29. The document, titled "China's Export Controls" and released by the State Council Information Office, elaborated on China's position, institutions, and practices in improving export control governance, as well as its commitments and actions to safeguard world peace and development, and security at national and international level.

【知识点】

出口管制是指对两用物项、军品、核以及其他与维护国家安全和利益、履行防扩散等国际义务相关的货物、技术、服务等物项出口，采取禁止或者限制性措施，是国际上通行的做法。

中国作为负责任大国，坚持总体国家安全观，本着维护世界和平与发展，维护国家安全和国际安全的原则，不断完善出口管制治理，认真履行国际义务，加强国际交流与合作。

中国主张，各国应当坚定维护以联合国为核心的国际体系和以国际法为基础的国际秩序，切实维护符合真正多边主义的国际条约和机制的权威，创新安全理念，树立共同、综合、合作、可持续的全球安全观。特别是大国应当履行大国义务，展现大国责任担当，在出口管制领域推进国际共同安全，推进国际出口管制朝着公正、合理、非歧视的正确方向发展，不应当损害其他国家和平利用出口管制物项的正当权益，不应当对和平利用科技进步成果促进发展、正常国际科技交流与经贸合作、全球产业链供应链安全顺畅运转设置障碍。

中国主张，在出口管制国际合作中更好地实现各国权利平等、机会平等、规则平等，更加平衡地反映大多数国家意愿和利益，进一步发挥国际协调合作和多边机制的作用，妥善解决分歧和争端，共同营造和平稳定、平等互信、合作共赢的国际环境，使各国成为相互信任、平等合作的伙伴，携手推动构建人类命运共同体。

维护安全和稳定，构建安全共同体。安全和稳定是国家发展的首要前提，关乎各国核心利益。我们要遵循共同、综合、合作、可持续的安全观，有效应对各类威胁和挑战，营造良好地区安全环境。

We need to safeguard security and stability and build a community of security for us all. Security and stability are the number one precondition for a country’s development, and thus concern the core interests of all countries. We need to act on the vision of common, comprehensive, cooperative and sustainable security, address all forms of threats and challenges effectively, and foster a sound security environment in our region.
