7月17日，国务院颁布的《国务院办公厅关于印发国家新闻出版广电总局主要职责内设机构和人员编制规定的通知》在网上公示，其中第14条“取消一般题材电影剧本审查，实行梗概公示”引起热议。

The State Administration of Press, Publication, Radio, Film and TV released a policy on Wednesday, saying that films of "general subjects" no longer need to have their scripts vetted by the institution.

国家新闻出版广电总局在本周三颁布新政，称“一般题材电影”将不再进行剧本审查。

一般题材电影（films of general subjects）是相对于特殊题材（significant subjects）而言的，影片主要人物和情节除涉及民族、宗教、军事、外交、公安、司法、历史事件等方面内容（ethnic groups, religion, military, diplomacy, police, the judicial system or historic events）以外的电影都属于“一般题材”。

一般题材的电影只需在网站上公示电影的梗概（publicize a synopsis）以取得电影拍摄许可证（get a license to shoot / obtain a shooting license），但在影院公映（theatrical release）之前仍需经过国家新闻出版广电总局（The State Administration of Press, Publication, Radio, Film and TV）的后期电影审查。
