如何表达“国库、小金库” [ 2006-04-29 08:25 ]
外汇储备作为一个国家金融实力的标志,是充实国库、稳定本国汇率的物质基础。但是,外汇储备增长过快、规模过高也会给经济带来很多不利影响。针对目前外汇储备充实国库的现状,央行提出了三项解决措施:不再“宽进严出”、变“藏汇于国”为“藏汇于民”、鼓励企业“走出去”。

The State Administration of Foreign Exchange has started to free up the
country's foreign exchange regime with a shift from stockpiling foreign exchange
reserves in State coffers to letting businesses and individuals hold more
foreign currency.
报道中的to stockpile foreign exchange reserve in State
coffers实质上是“藏汇于国”的相应英文表达,“国”在这里指state
coffers(国库)。Coffer原意指safe(保险箱),我们日常生活中所言的“私房钱”或“小金库”就可以说成a private
coffer。
当coffer涉及到巨大的财源,表示金库或国库时,人们常用它的复数形式,如The government's coffers are
almost empty.( 政府的金库几乎空了。)
顺便提一下,“藏汇于国”的“藏”实质上是“储藏”,可用stockpile来表示;“汇”不言而喻就是“外汇”了,而“外汇储备”则可用foreign
exchange reserve来表达。
