The Minogue's new style since returning to the public stage following
breast cancer impressed the judges.
"We've seen a newer, softer-looking Kylie emerge --she's still sexy,
but she's not flaunting that side of herself in gold hotpants any more," said Jo Elvin,
editor of Glamour.
Minogue jumped from No. 26 on the list in 2006, while Moss slipped to
fourth this year from first in 2006--and her British rocker boyfriend Pete
Doherty was named one of the worst dressed males.
In second place was Victoria Beckham, former member of girl band the
Spice Girls and wife of soccer player David who was named the best dressed
male.
U.S. socialite Nicole Richie, the rail-thin reality TV star, came in
third place and British actress Sienna Miller rounded off the top five in
fifth.
U.S. actress Kate Hudson was the biggest gainer in 2007, jumping 41
places to ninth, while Welsh actress Catherine Zeta-Jones plunged 19
places to 28th in the list that will be published in the February edition
of Glamour UK.
