小学生“减负”新政

8月22日，教育部公布《小学生减负十条规定》（公开征求意见稿），公开向社会征求意见。阳光入学、均衡编班、“零起点”教学、不留作业等一一写入。新规一出，引发社会热议。

A draft guidelines document released by the Ministry of Education suggests homework may become a thing of the past for younger students. However, this and other suggestions on alleviating academic burdens have stirred up a debate among experts and teachers.

教育部公布的规定草案指出家庭作业对小学生们来说将成为历史。然而，这些减负规定在专家和教师间引起了热议。

“减负”可以表达为to alleviate academic burdens或to reduce/ease academic pressure。《小学生减负十条规定》包括教学（teaching）、考试（examinations）、入学（enrollment）等多个方面。依据“减负十条”规定，一年级新生入学后，要从“零起点”（the classes for the beginners）开展教学，一至三年级不举行任何形式的统一考试（unified tests）；今后小学还将禁止留书面式家庭作业（written homework），学校应与家长一起组织第二课堂（extracurricular activities），将参观博物馆、图书馆学习作为课后作业（after-school assignments）。

有教授指出，这样孩子们就有时间进行户外活动（outdoor fitness activities），可以增强体质，健康成长。但也有家长指出，这样孩子在参加中考（entrance examinations for high schools）、高考（college entrance examination）时就会面临更大的负担。专家表示，要等整个教育环境（education environment）提升后，这些规定才有可能完全得以实施。
