“裸官”不得提拔

近日，中共中央印发了《党政领导干部选拔任用工作条例》，并发出通知，要求各地区各部门结合实际认真遵照执行。较之12年前的版本，修订后的条例加入了“裸官不得提拔”、“被问责干部两年内不得升职”等与实际联系紧密的内容。

Government officials whose spouses have moved overseas will not be promoted, according to a regulation released by the Organization Department of the Communist Party of China Central Committee, the Party's top personnel agency.

中共中央组织部发布的条例规定，配偶移居国外的政府官员不得提拔。

配偶及子女移居海外的政府官员被称为“裸官”（naked officials），新发布的《干部任用条例》规定此类官员不得提拔，另外还规定，有跑官、拉票行为的官员（those who lobby for higher positions）也不得提拔。

条例还规定，因问责被免职的党政领导干部，一年内不安排职务（Officials who have been dismissed from their posts for dereliction of duty cannot be nominated for any new posts within one year），两年内不得担任高于原任职务层次的职务（they are ineligible for any post higher than their previous rank for two years）。

跟“裸”有关的说法，近几年出现了很多，比如，裸婚（naked wedding），即无房无车无钻戒结婚；裸捐（to donate one’s entire fortune to charity after his death）；裸辞（naked resignation），即没有找好下家就辞职，等等。
