今年上半年，国家开发银行加大对高标准农田的财政支持力度，共发放农田建设贷款43亿元，重点支持吉林、江苏、四川、广西、宁夏等省（区、市）高标准农田建设和农田基础设施改造提升工程。

The China Development Bank stepped up financial support to cultivate high-standard farmland in the first half of this year. The lender issued 4.3 billion yuan in loans to support high-standard farmland cultivation and farmland infrastructure upgrading projects in Jilin, Jiangsu, Sichuan, Guangxi and Ningxia during the period.

【知识点】

高标准农田的“高”和“不可替代”有四大体现。第一个“高”是农田质量高，第二个“高”是产出能力高，第三个“高”是抗灾能力高，第四个“高”是资源利用效率高。从各地的实践看，高标准农田建成以后，一般能提高10%到20%的产能，也就是100公斤左右的产能。

2021年9月16日，《全国高标准农田建设规划（2021—2030年）》（以下简称《规划》）正式对外公布。《规划》明确，到2025年累计建成10.75亿亩并改造提升1.05亿亩、2030年累计建成12亿亩并改造提升2.8亿亩高标准农田；到2035年，全国高标准农田保有量和质量进一步提高。

农业农村部调研发现，高标准农田项目区机械化水平比一般非项目区要高15~20个百分点，高标准农田项目区的规模经营流转率一般比非项目区要高30个百分点。高标准农田项目区的新型经营主体占比比非项目区要提升20个百分点以上。这些都表明，高标准农田对于保障粮食安全功不可没。
