China has earmarked 1 billion yuan to offset losses in areas in the Haihe River Basin inundated recently for flood storage purposes, according to the Ministry of Finance and the Ministry of Water Resources on Wednesday. The Haihe River Basin suffered floods caused by rainstorms brought by Typhoon Doksuri in recent days, and eight national flood storage areas, located in Tianjin, Hebei and Henan, respectively, were put into use.

蓄滞洪区是我国流域防洪减灾体系的重要组成部分，在防御历次流域大洪水中都发挥了不可替代的作用，基本保障了江河中下游重要城市和重要防洪地区的安全。1997年制定的《中华人民共和国防洪法》明确了国家如果运用蓄滞洪区的话要给予补偿。2000年推出的《蓄滞洪区运用补偿暂行办法》对补偿标准也有详细的说明。

近日，受台风“杜苏芮”影响，海河流域遭遇严重洪涝灾害。天津、河北、河南先后启用了海河流域8个国家蓄滞洪区，蓄洪18.47亿立方米，有效减轻了下游地区防洪压力。

8月9日，财政部、水利部紧急预拨10亿元，对国家蓄滞洪区运用期间民众的农作物、专业养殖、经济林、住房、家庭农业生产机械等水毁损失予以补偿，帮助受灾民众尽快恢复正常生产生活秩序。
