报道中的voucher就是引起台湾民众公愤的“礼券”,也可写成“gift voucher”。实质上,在现实生活中,人们使用voucher的频率相当高,如员工的“饭票”、用来购物的“购物券”,这时,其英文的基本释义是a certificate which is worth a certain monetary value,即我们常常言及的“代金券”。请看下面例句:

Some firms give their workers luncheon vouchers. 有些公司会给员工发午餐券。

另外,voucher也用来指“a written record of expenditure, a proof”(花费的凭据、单据),例如:a baggage voucher(行李单);a pay voucher(工资单)。由此,voucher做动词时也可引申为“证明;出示凭证”,例如:

A company would voucher employees when the payroll cannot be met. 公司在发不出工资时,会给员工开写一定的凭证。
