出于对陈水扁上台以来“施政无方”及亲属、亲信涉及多起弊案的不满,国民党和亲民党于本月初提案罢免陈水扁。台“立法院”6月27日上午就此案进行记名投票,结果由于民进党籍“立委”全部没有到场,只有133名“立委”参加投票,其中同意票119票,不同意票0票,无效票14票。罢免案未获通过。

Only 119 "lawmakers" in the 221-member "Legislative Yuan" voted for the recall motion far short of the two-thirds majority, or 148 votes needed to pass the motion calling for a public referendum on whether to oust Chen.

Recall一般用作动词,表示回忆、回想,跟remember 近义。在这里用作“罢免”,其英文释义是“the procedure by which a public official may be removed from office by popular vote”,即公民通过投票撤消某个官员的职务。例如: He has repeatedly said that the timing is not right for recalling the president. (他一再说罢免总统的时间尚未成熟)。文中的recall motion即“罢免案”。

另外,在这里顺便提一下另一个危机官职的词汇impeach,意思是to charge (a public official) with improper conduct in office before a proper tribunal,在适宜的法庭上指控(官员)在职期间有不正当行为,即“弹劾”。新闻中的public referendum指的是“公投”。
