近日，国家发展改革委印发《关于进一步发挥以工代赈政策作用助力打赢脱贫攻坚战的指导意见》。意见指出，让更多贫困群众参与农村中小型基础设施工程建设，激发其脱贫致富的内生动力。
The National Development and Reform Commission has recently issued a guidance document on employment as a form of poverty relief. The document call for more impoverished people to be encouraged to participate in small and medium-sized rural infrastructure construction projects, which could inspire endogenous impetus for poverty alleviation.

【知识点】

以工代赈指由政府投资建设公共基础设施工程，受赈济者参加工程建设并获得劳务报酬，以此取代直接救济，俗称“以务工代替赈济”，是发展中国家改善贫困地区基础设施，帮助贫困者增加劳务收入的重要扶贫方式。自1984年实施以来，以工代赈支持贫困地区建设了一大批农业农村中小型公益性基础设施，在改善贫困乡村生产生活条件、增加贫困群众工资性收入、激发贫困群众内生动力方面发挥了重要作用。《中国农村扶贫开发纲要（2011-2020年）》第二十条要求：“大力实施以工代赈，有效改善贫困地区耕地（草场）质量，稳步增加有效灌溉面积。加强乡村（组）道路和人畜饮水工程建设，开展水土保持、小流域治理和片区综合开发，增强抵御自然灾害能力，夯实发展基础。”

【重要讲话】

要改进工作方式方法，改变简单给钱、给物、给牛羊的做法，多采用生产奖补、劳务补助、以工代赈等机制，不大包大揽，不包办代替，教育和引导广大群众用自己的辛勤劳动实现脱贫致富。
We should change our approach in poverty reduction from simply handing out funds and goods, and even cattle and sheep, to giving rewards and subsidies for work, or providing employment. We must not make promises and do everything for them, instead we should encourage them to lift themselves out of poverty through their own hard work.
