The delegates agreed the PLA should build a military that conforms to the interests of the country's security and development. This is to achieve the goal of making the armed forces powerful while building a moderately prosperous society in all respects.
In his report, Hu Jintao said the Communist Party must exercise absolute leadership over the armed forces. He calls for a revolution in military affairs with Chinese characteristics so the armed forces will be further modernized and standardized through science and technology. Hu vowed the army is determined to safeguard China's sovereignty, security and territorial integrity and help maintain world peace.
