在此，“declare”不是通常意义上的“宣布、宣告”，而是指“申报、详报（所有物品）”。此外，名词词组“nuclear program”和“nuclear facilities”分别指“核计划”和“核设施”。我们常说的“核反应堆”则可表达为“nuclear reactor”。

当然，以上两个动词词组相应的名词形式“declaration and disablement of all the nuclear programs”也可表示“申报全部核计划”和“核设施去功能化”。
