中央政治局常委会听取问题疫苗案调查问责汇报

中共中央政治局常务委员会8月16日召开会议，听取关于吉林长春长生公司问题疫苗案件调查及有关问责情况的汇报。中共中央总书记习近平主持会议并发表重要讲话。

Xi Jinping, general secretary of the CPC Central Committee, attaches great attention to the case and has made important instructions over it on multiple occasions. He stressed that those involved in the case should be held accountable and punished severely according to the law. Xi also instructed all-out efforts to be made to ensure the bottom line of safety and safeguard the public interest and social stability, according to the meeting.
会议指出，这起问题疫苗案件发生以来，习近平总书记高度重视，多次作出重要指示，要求严肃问责，依法从严处理，坚决守住安全底线，全力保障群众切身利益和社会稳定大局。

会议强调，

疫苗关系人民群众健康，关系公共卫生安全和国家安全。
Vaccines are something that concerns public health and national security.

这起问题疫苗案件是一起疫苗生产者逐利枉法、违反国家药品标准和药品生产质量管理规范、编造虚假生产检验记录、地方政府和监管部门失职失察、个别工作人员渎职的严重违规违法生产疫苗的重大案件，情节严重，性质恶劣，造成严重不良影响，既暴露出监管不到位等诸多漏洞，也反映出疫苗生产流通使用等方面存在的制度缺陷。
The case is a serious offense, in which the vaccine producer violated the law and relevant standards and regulations in pursuit of profits and fabricated false production inspection records. A number of local government officials and supervisory departments were found in dereliction of duty. The case resulted in a negative impact and exposed many loopholes, such as inadequate supervision, and reflected institutional defects in the production, circulation and use of vaccines.

会议强调，

要完善法律法规和制度规则（improve the law and regulations），明晰和落实监管责任，加强生产过程现场检查（on-site inspections during the production process should be strengthened），督促企业履行主体责任义务，建立质量安全追溯体系（a quality and safety system that can trace back to individuals should be established），落实产品风险报告制度（a product risk reporting system）。

对风险高、专业性强的疫苗药品，要明确监管事权（for vaccine drugs that require strong expertise and carry high risk, it is necessary to clarify the regulatory individuals），在地方属地管理的基础上，要派出机构进行检查。要加强监管队伍能力建设，尽快建立健全疫苗药品的职业化、专业化检查队伍。

要提高违法成本，对那些利欲熏心、无视规则的不法企业，对那些敢于挑战道德和良知底线的人（those who are ignorant of the rules and laws and dare to challenge the bottom line of morality and conscience），要严厉打击，从严重判，决不姑息。对涉及疫苗药品等危害公共安全的违法犯罪人员，要依法严厉处罚，实行巨额处罚（huge penalties）、终身禁业（lifelong bans from the industry）。

要加强干部队伍建设，激励担当作为，切实履行职责，对失职渎职行为严肃问责（those derelict in their duties will be held accountable）。
