国务院发文：在海南全岛建设自由贸易试验区

16日，国务院批复同意设立中国(海南)自由贸易试验区并印发《中国(海南)自由贸易试验区总体方案》。

16日，我国发布设立海南为自由贸易试验区的方案，以将其打造成我国面向太平洋和印度洋的对外开放门户。

《方案》指出，建设海南自贸试验区是党中央、国务院着眼于国际国内发展大局，深入研究、统筹考虑、科学谋划作出的重大决策，是彰显我国扩大对外开放、积极推动经济全球化(promote economic globalization)决心的重大举措(major step)。

要全面贯彻党的十九大和十九届二中、三中全会精神，以习近平新时代中国特色社会主义思想为指导(follow the guide of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era)，以制度创新为核心，赋予更大改革自主权，大胆试、大胆闯、自主改，深化"放管服"改革，加快形成法治化、国际化、便利化的营商环境(speed up the fostering of a law-based, international, and convenient business environment)和公平开放统一高效的市场环境，将生态文明理念贯穿海南自贸试验区建设全过程，积极探索自贸试验区生态绿色发展新模式，加强改革系统集成，力争取得更多制度创新成果。

《方案》明确，发挥海南岛全岛试点的整体优势，紧紧围绕建设全面深化改革开放试验区(a pilot zone for comprehensively deepening reform and opening up)、国家生态文明试验区(a display of the country's ecological civilization)、国际旅游消费中心(an international tourism and consumption center)和国家重大战略服务保障区(a zone offering services and support for the country's major strategies)。

Efforts should be made to pursue a more proactive strategy of opening up, accelerate the establishment of new institutions of the open economy, make new ground in pursuing opening up on all fronts, and build Hainan into a key gateway to the Pacific and Indian Oceans.
我国应实行更加积极主动的开放战略，加快构建开放型经济新体制，推动形成全面开放新格局，把海南打造成为我国面向太平洋和印度洋的重要对外开放门户。

《方案》以现有自贸试验区试点任务为基础，明确了海南自贸试验区在加快构建开放型经济新体制(accelerate the establishment of new institutions of the open economy)、加快服务业创新发展(promote the innovative development of the service sector)、加快政府职能转变(transform government functions)等方面开展改革试点，并加强重大风险防控体系和机制建设。同时，结合海南特点，在医疗卫生、文化旅游、生态绿色发展等方面提出特色试点内容。

《方案》提出，到2020年，自贸试验区建设取得重要进展，国际开放度显著提高，努力建成投资贸易便利（improved investment and trade facilitation）、法治环境规范(sound legal environment)、金融服务完善(thorough financial services)、监管安全高效（secure and efficient supervision）、生态环境质量一流(high-quality ecological environment)、辐射带动作用突出的高标准高质量自贸试验区(high standard and high-quality FTZ)，为逐步探索、稳步推进海南自由贸易港建设，分步骤、分阶段建立自由贸易港政策体系打好坚实基础。

除了海南，目前我国还有包括位于上海、广东、辽宁等地的11个自贸试验区。目前，这些地区在行政体制管理改革(administrative system reform)、投资管理(investment management)、贸易便利化(trade facilitation)、金融创新(financial innovation)等方面所取得的经验已被推广至其他地区。
