中共中央印发了修订后的《中国共产党问责条例》，并发出通知，要求各地区各部门认真遵照执行。修订后的《条例》主要针对各级党组织、党委领导干部以及各级纪委（纪检组）。
The Communist Party of China (CPC) Central Committee has issued a revised regulation on Party accountability, as well as a circular calling on Party organizations at all levels to follow the regulation. The revised regulation targets Party organizations and leading officials of Party committees and discipline inspection committees.

【知识点】

2016年7月中共中央印发的《中国共产党问责条例》，为党的问责工作提供了制度遵循，推动失责必问、问责必严成为常态，发挥了全面从严治党的利器作用。根据新的形势、任务和要求，党中央对《条例》予以修订。
《条例》规定，党委（党组）应当履行全面从严治党主体责任，加强对本地区本部门本单位问责工作的领导，追究在党的建设、党的事业中失职失责党组织和党的领导干部的主体责任、监督责任、领导责任。纪委应当履行监督专责，协助同级党委开展问责工作。纪委派驻（派出）机构按照职责权限开展问责工作。问责对象是党组织、党的领导干部，重点是党委（党组）、党的工作机关及其领导成员，纪委、纪委派驻（派出）机构及其领导成员。对党组织问责的，应当同时对该党组织中负有责任的领导班子成员进行问责。党组织和党的领导干部应当坚持把自己摆进去、把职责摆进去、把工作摆进去，注重从自身找问题、查原因，勇于担当、敢于负责，不得向下级党组织和干部推卸责任。
《条例》明确，实行终身问责，对失职失责性质恶劣、后果严重的，不论其责任人是否调离转岗、提拔或者退休等，都应当严肃问责。

【重要讲话】

坚持开展批评和自我批评，坚持惩前毖后、治病救人，运用监督执纪“四种形态”，抓早抓小、防微杜渐。赋予有干部管理权限的党组相应纪律处分权限，强化监督执纪问责。加强纪律教育，强化纪律执行，让党员、干部知敬畏、存戒惧、守底线，习惯在受监督和约束的环境中工作生活。
We will continue to carry out criticism and self-criticism in keeping with the principle of learning from mistakes to prevent recurrence and treating the illness to save the patient. We will conduct four forms of oversight over discipline compliance,' identify problems early and correct them while they are nascent. Party organizations with the power to supervise officials will be given corresponding power to take disciplinary action as called for, and accountability for overseeing discipline compliance will be tightened up on. We will raise Party members' awareness of discipline and strengthen discipline enforcement, and demand that Party members and officials hold discipline in awe and respect, do not cross the line, and become used to working and living under oversight and constraints.
