教育部排查中小学欺凌
China's education ministry has launched an anti-bullying campaign for primary and middle schools across the country based on a recent guideline.
根据近日印发的《防范中小学生欺凌专项治理行动工作方案》，教育部将部署全面排查中小学欺凌事件。
The guideline urged thorough investigations to find evidence of bullying and called for measures to defuse potential bullying behaviors in schools.
方案提出，要对中小学生欺凌事件进行彻底调查，找出证据，并呼吁采取必要措施，切实防止学生欺凌事件发生。
Depending on the seriousness of the offense, students perpetrating bullying should be subjected to disciplinary actions, reprimanded, warned, or transferred to special schools, the guideline said.
根据欺凌行为的严重程度，实施欺凌的学生应受到批评教育和警示谈话、纪律处分、警示教育予以训诫，必要时依法转入专门学校就读。
It also called for offering psychological counseling to bullying victims.
对遭受欺凌的学生，学校要给予相应的心理辅导。
Schools are obliged to stop acts of bullying upon finding any such instances and contact the police in severe situations, the guideline added.
学校一旦发现学生遭受欺凌，应主动予以制止，对情节严重的欺凌事件，要迅速联络公安机关介入处置。
Schools should also offer in-depth moral, legal and mental health education, as well as special training for students to prevent campus bullying, the guideline said, adding that families should play a larger role in curbing bullying.
各地教育部门和学校要深入开展思想道德教育、法治教育、心理健康教育，以及防治学生欺凌专题培训。方案还提出，要进一步加大家庭教育力度，防范欺凌行为的发生。

>Industrial profits go up by 4.1%
工业企业利润增长4.1%
China recorded a steady increase in major industrial profits last year as market demand improved amid sustained economic recovery, according to the National Bureau of Statistics (NBS) on Wednesday.
国家统计局1月27日公布的数据显示，随着经济持续复苏，市场需求改善，去年我国规模以上工业企业利润稳步增长。
In 2020, profits at major industrial firms rose by 4.1% year-on-year to more than 6.45 trillion yuan, NBS data shows.
2020年全国规模以上工业企业实现利润总额6.45万亿元，比上年增长4.1%。
Hit by the COVID-19 epidemic at the beginning of last year, these firms saw their profits decline by 36.7% year-on-year in the first quarter.
受疫情严重冲击影响，一季度工业利润同比大幅下降36.7%。
But profits rebounded in the second quarter, increasing 4.8% year-on-year as companies steadily resumed work and production.
但随着企业复工复产水平稳步提升，二季度利润出现反弹，同比增长4.8%。
Profits surged 15.9% and 20.8% in the third and fourth quarters, respectively, as economic recovery accelerated.

Specifically, State-controlled industrial firms saw their profits drop 2.9% last year from one year earlier, falling to nearly 1.49 trillion yuan.

Profits in the private sector grew 3.1% year-on-year to about 2.03 trillion yuan.

Profits in 26 of 41 surveyed industrial sectors rose from the previous year, and 15 sectors saw their profits fall, according to NBS.
2020年，在41个工业大类行业中，26个行业利润总额同比增加，15个行业减少。

>Hydrogen fuel cell hybrid locomotive
氢燃料混合动力车下线
The first China-developed hydrogen fuel cell hybrid locomotive was rolled off the production line of CRRC Datong Co on Wednesday in Datong City, North China's Shanxi province.
1月27日，我国自主研发的首台氢燃料混合动力机车，在山西省中车大同电力机车有限公司成功下线。
The locomotive is designed to run at a speed of 80 km per hour, with 700 kW of continuous power for 24.5 hours. Its maximum traction load on a straight track exceeds 5,000 tons.
此次下线的氢燃料混合动力机车设计时速达到每小时80公里，持续功率700千瓦，满载氢气可单机连续运行24.5小时，平直道最大牵引载重超过5000吨。
"The locomotive uses a combination of a hydrogen fuel cell system and a high-power lithium battery," said Zhai Wanming, of the Chinese Academy of Sciences. Zhai said compared with traditional fuel and electric locomotives, hydrogen-fueled hybrid locomotives are not only safer and more environmentally friendly, but also quieter, cheaper and easier to maintain.
中国科学院院士翟婉明表示，氢燃料混合动力机车采用氢燃料电池系统和大功率锂电池相结合的混合动力方式供电，与传统的燃油和电力机车相比，氢燃料混合动力机车不仅更安全、更环保，而且运行噪声小、成本低、维护便捷。

>Fed keeps interest rates near zero
美联储将维持基准利率
The US Federal Reserve on Wednesday kept its benchmark interest rate unchanged at the record-low level of near zero, as the country grapples with slowing economic recovery amid surging COVID-19 cases.
随着新冠肺炎病例激增，美国仍在努力应对经济复苏放缓。
After concluding its first policy meeting of 2021, the Fed decided to maintain the target range for the federal funds rate at 0-0.25%.

"The path of the economy continues to depend significantly on the course of the virus," Fed Chairman Jerome Powell said at a virtual press conference Wednesday afternoon.

The Fed chief noted that following a sharp rebound in economic activity last summer, the pace of recovery has "moderated" in recent months, with weakness concentrated in sectors most adversely affected by the resurgence of the virus and greater social distancing.
