>China to brace for heavy rain

China on Sunday activated a Level-IV emergency response for flood control as heavy rain is expected to lash parts of the country, according to the Ministry of Emergency Management. The State Flood Control and Drought Relief Headquarters have dispatched three working teams to Shanxi, Hebei and Beijing to assist local authorities.

According to the country's meteorological department, downpours are expected in parts of north and northeast China, as well as some areas along the Yellow River and Huai River. Parts of Beijing, Tianjin and Hebei will see torrential rain, according to the forecast.

It was estimated that the heavy rain might cause floods in 14 small and medium-sized rivers, including the tributaries of the Qujiang in Sichuan and Hanjiang in Shaanxi.

>Plan on modernizing primary-level governance released

China's central authorities have released a plan on modernizing the system and capacity for primary-level governance. The plan, issued by the Communist Party of China Central Committee and the State Council, stresses upholding the full leadership of the Party over governance at the primary level, and focuses on improving people's well-being.

Measures should be adapted to local conditions and implemented step by step, while power should be delegated to primary-level governments and their burden should be reduced, the plan said.

It calls for establishing in about five years a primary-level governance system led by Party organizations, with law-based duty performance by the government, cooperation from various kinds of organizations, and participation from the public. The governance model should combine self-governance, rule of law, and rule of virtue.

By another 10 years, modernization of the system and capacity for primary-level governance should be basically achieved, and the benefits of the primary-level governance system with Chinese characteristics should be fully demonstrated, the plan said.

>China-Europe freight-train service sees surging growth

The China-Europe freight-train service has handled 7,377 trips in the first half of this year, up 43 percent from the same period last year, data from the China State Railway Group Co Ltd showed. The freight trains have carried about 707,000 20-foot equivalent unit containers of goods in the six-month period, surging 52 percent year-on-year. Launched in 2011, the freight trains have reached 168 cities in 23 European countries and recorded more than 40,000 trips, according to the group. The freight trains have played a crucial role in stabilizing the international logistics supply chain, promoting Sino-European trade and helping with the global fight against the COVID-19 pandemic.

Around 94,000 tons of anti-pandemic supplies were sent through the route as of late June, official data showed.

In 2020, the freight trains made 12,406 trips, up 50 percent year-on-year.

>Italy lifts European championship

Italy was crowned champion of Europe for first time in 53 years after beating England 3-2 on penalties on Sunday. The match finished 1-1 after extra time at Wembley Stadium, which was filled mostly with English fans hoping to celebrate the team's first international trophy since the 1966 World Cup.

"It's coming to Rome. It's coming to Rome," Italy defender Leonardo Bonucci shouted into a TV camera amid the celebrations, mocking the famous lyric "it's coming home" from the England team's anthem.

It is the second time Italy has been crowned European champions and comes after the embarrassment of failing even to qualify for the 2018 World Cup in Russia.
