>Outline issued on standardized development
'国家标准化发展纲要'发布

China has issued an outline to promote standardized development at the national level in its pursuit of high-quality development and modernization.
中共中央、国务院近日印发《国家标准化发展纲要》，推进国家标准化发展，以推动高质量发展、全面建设社会主义现代化国家。

The document, jointly released by the general offices of the Communist Party of China Central Committee and the State Council, details measures to ensure the country realizes its long-term development goals through 2035.
《纲要》详细说明了中国到2035年实现长期发展目标的措施。

With improvements to be made in the standardized management system, a market-driven, government-guided and enterprise-oriented standardized development pattern featuring mass participation, opening-up and integration will take shape in China by 2035.
到2035年，具有中国特色的标准化管理体制更加完善，市场驱动、政府引导、企业为主、社会参与、开放融合的标准化工作格局全面形成。

Reforms will be made in standardization work by 2025.
《纲要》还明确了到2025年要推进的标准化改革。

Both the government and market will contribute to the standards-making process, all economic sectors will be covered by industry standards and international cooperation on standardization work will be deepened extensively.
到2025年，实现标准供给由政府主导向政府与市场并重转变，全域标准化全覆盖，标准化国际合作深入拓展。

>Natural disasters affected 95M
1-9月自然灾害造成9494万人次受灾

Natural disasters affected about 94.94 million people in China over the first three quarters of this year, with 792 dead or missing, the Ministry of Emergency Management said Sunday.
应急管理部10月10日表示，今年前三季度，各种自然灾害共造成全国9494万人次受灾，792人死亡失踪。

About 5.26 million people were relocated to safe places during the period. Natural disasters caused direct economic losses of 286.4 billion yuan in the Jan-Sept period.
526万人次紧急转移安置。直接经济损失2864亿元。

China experienced extremely heavy rainfall 39 times in the first three quarters, leading to floods and road waterlogging, especially in the provinces of Henan and Shaanxi.
前三季度，我国共发生39次强降雨过程，在河南和陕西等省引发严重洪水、内涝等。

Earthquakes, typhoons, droughts, snow disasters and forest fires also caused damage.
地震、台风、干旱、雪灾和森林火灾也有不同程度发生。

However, the overall impact of natural disasters over the past nine months was smaller than the same period over the past five years, with affected populations and direct economic losses down 31 and 14 percent, respectively.
但与近5年同期均值相比，前三季度全国灾情相对偏轻，受灾人数和直接经济损失分别减少31%和14%。

>First part of COP15 opens
COP15第一阶段会议在昆明开幕

The first part of the 15th meeting of the Conference of the Parties to the UN Convention on Biological Diversity (COP15) kicked off on Monday in Kunming, capital of Southwest China's Yunnan province.
10月11日，联合国《生物多样性公约》缔约方大会第十五次会议(COP15)第一阶段会议在云南昆明开幕。

The meeting will last from Oct 11 to 15, with parallel activities featuring forums on topics including climate change and ecological conservation to be held from Oct 14 to 15.
会议举办时间为10月11日至15日，10月14日至15日将举办大会平行活动，包括气候变化和生态保护等主题论坛。

More than 1,800 representatives will gather online and offline for the event.
会议期间，1800多名代表将参加线上线下活动。

The second part of the meeting, which is expected to be held next year, will review and make a decision on the "post-2020 global biodiversity framework" the international community is pinning great hopes on.
第二阶段会议将在明年召开，备受国际社会期待的"2020年后全球生物多样性框架"将在第二阶段会议审议和决定。

China was among the first countries to become a party to the Convention on Biological Diversity that entered into force in 1993.
《生物多样性公约》于1993年正式生效，我国是最早签署和批准公约的国家之一。

So far, the Convention has 196 parties and the Conference of the Parties is the highest mechanism for discussing and making decisions on the Convention.
《生物多样性公约》目前共有196个缔约方，缔约方大会是最高议事和决策机制。

>Spain to provide rent assistance
西班牙向年轻人发租房补助

Spain's prime minister Pedro Sánchez is worried too many not-so-young people are still living with their parents well into their thirties.
西班牙首相佩德罗·桑切斯担心有太多"大龄"青年在三十多岁时仍与父母同住。

He announced on Tuesday his government plans to offer adults aged 18 to 35 €250 a month to spend on rent for up to two years.
桑切斯10月5日宣布，西班牙政府计划为18岁至35岁的成年人每月发放250欧元(约合人民币1862元)的租房补贴，最长为期两年。

The initiative, which is part of a broader housing plan, will apply to adults who earn less than €23,725 per year.

Adults in Spain tend to move out of their families' homes around age 30, nearly four years later than the EU average, according to Eurostat.

Spain’s jobs market was hit hard by the pandemic and the youth unemployment rate is currently 38 percent, well above the national average and the highest in the EU as of June.
