>Chinese regions modify childbirth regulations
20余省完成人口计生条例修改

More than 20 provincial-level regions of China have completed modifications to their local childbirth regulations since the country passed an amendment to its Population and Family Planning Law in August.
自今年8月人口与计划生育法完成修改以来，我国20余个省份完成地方人口计生条例修改。

Localities including Beijing, Sichuan and Jiangxi have rolled out supportive measures increasing leave for couples, such as offering parental leave, extending maternity and marriage leave, and increasing paternity leave.
北京、四川、江西等地推出增设育儿假、延长产假和婚假、增加陪产假等生育支持措施。

"Government should play a leading role in sharing the cost of childbearing," National Health Commission official Yang Wenzhuang said, calling for more supportive measures in nursery services, childbearing subsidies and tax cuts.
国家卫生健康委人口监测与家庭发展司司长杨文庄说，"对于生育成本要有合理分担机制，政府应发挥主导作用。" 他呼吁，托育服务、家庭育儿津贴、税费减免等相关配套措施也要及时跟上。

The amendment to the Population and Family Planning Law allows couples to have three children and stipulates supportive measures.
修改后的人口与计划生育法规定，一对夫妻可以生育三个子女 ，国家为三孩生育政策提供配套支持措施。

>Insurance fraud crackdown extended
医保骗保专项整治延长一年

A national operation involving police and health authorities cracking down on medical insurance fraud will be extended another year, the National Healthcare Security Administration said on Wednesday. The operation had been scheduled to conclude by the end of this year.
国家医疗保障局12月8日表示，将医保骗保专项整治行动结束时间由2021年12月底延长至2022年12月底。

The operation, jointly launched in April by the NHSA, the Ministry of Public Security and the National Health Commission, has achieved positive results, senior NHSA official Jiang Chengjia said at a press briefing.
国家医保局基金监管司司长蒋成嘉当日在媒体通气会上介绍，今年4月，国家医保局联合公安部、国家卫生健康委等部门，开展打击欺诈骗保专项整治行动，工作取得积极成效。

By the end of October, a total of 3,970 cases had been investigated in the course of the joint operation, and the national medical insurance fund had suspended service contracts with 142 medical institutions and terminated contracts with 61 institutions, Jiang said.
截至10月底，全国医保部门共查处涉及“三假”案件3970起，暂停医保服务协议142家、解除医保服务协议61家。

Notable progress has been made in curbing medical insurance fraud since the NHSA was founded in 2018, Jiang said.
蒋成嘉表示，国家医保局2018年成立以来，打击欺诈骗保方面取得成效。

Healthcare security regulatory agencies across China conducted approximately 2.34 million inspections of medical institutions related to insurance fraud from 2018 to October this year. Through these inspections, approximately 50.6 billion yuan in medical insurance funds were recovered, Jiang said.
2018年至2021年10月共检查定点医药机构约234万家次，累计追回医保基金约506亿元。

>Agricultural modernization plan released
2035年基本实现农业农村现代化

The State Council has released a plan to advance agricultural and rural modernization during the 14th Five-Year Plan period (2021-2025), Deng Xiaogang, vice minister of agricultural and rural affairs, said at a news conference on Wednesday.
12月8日，农业农村部副部长邓小刚在吹风会上表示，近日国务院印发了《"十四五"推进农业农村现代化规划》。

After five years of efforts, the foundation of agriculture is expected to be further consolidated, comprehensive progress is expected in rural vitalization and significant advancement is expected in modernizing agricultural and rural areas.
《规划》提出，通过五年的努力，到2025年，农业基础更加稳固，乡村振兴战略全面推进，农业农村现代化取得重要进展。

Regions with better conditions will take the lead in basically realizing agricultural and rural modernization, while consolidating and expanding the achievements in poverty alleviation will be effectively aligned with rural vitalization in regions that have shaken off poverty.
梯次推进有条件的地区率先基本实现农业农村现代化，脱贫地区实现巩固拓展脱贫攻坚成果同乡村振兴有效衔接。

By 2035, China will have made decisive progress in rural vitalization, and modernization of agriculture and rural areas will be basically achieved.
力争到2035年，乡村全面振兴取得决定性进展，农业农村现代化基本实现。

Forbes announced its annual ranking of The World's 100 Most Powerful Women on Tuesday.
美国《福布斯》杂志12月7日发布2021年度全球百位最具影响力女性排行榜。

MacKenzie Scott, the billionaire philanthropist and former wife of Amazon.com founder Jeff Bezos, tops this year's ranking.
拥有亿万财富的慈善家、亚马逊创始人杰夫•贝索斯的前妻麦肯齐•斯科特排名第一。

Scott, who has donated her wealth at an unprecedented scale, has given away $8.6 billion of her fortune in charitable giving, including $2.7 billion this year alone.

Forbes said Scott is donating a massive amount of money to various philanthropic institutions, bringing significant changes in philanthropy.
