>Tasks unveiled for rural vitalization
2022年中央一号文件公布

China unveiled its "No. 1 central document" for 2022 on Tuesday, outlining key tasks to comprehensively push forward rural vitalization this year.
2022年中央一号文件2月22日正式发布，提出全面推进乡村振兴重点工作。

The document called for efforts to stabilize and increase agricultural production, steadily raise farmers' incomes and ensure stability in China's rural areas to cope with the COVID-19 pandemic and other changes to promote sound economic and social development.
文件指出，从容应对百年变局和世纪疫情，推动经济社会平稳健康发展，必须确保农业稳产增产、农民稳步增收、农村稳定安宁。

"We must firmly hold the bottom lines of guaranteeing China's grain security and ensuring no large-scale return to poverty," the document noted.
文件提出，牢牢守住保障国家粮食安全和不发生规模性返贫两条底线。

>Bigger tax and fee cuts on the way
减税降费今年力度更大

China will intensify tax and fee cuts with targeted measures in 2022 to bring benefits for market entities and bolster economic growth, according to the Finance Ministry on Tuesday. "China will see a larger scale of tax and fee cuts this year," minister of finance Liu Kun said at a news conference, as the country cut about 1.1 trillion yuan in taxes and fees last year.
财政部部长刘昆在2月22日举行的新闻发布会上表示，在2021年1.1万亿元基础上，2022年将实施更大规模减税降费，精准发力，使市场主体有更多获得感，助力经济增长。

The intensity of fiscal spending will be kept at a proper level with priorities built around technological breakthroughs, environmental protection, basic livelihoods, key regional strategies, modern agriculture and key projects under the country's 14th Five-Year Plan (2021-25), Liu said.
刘昆表示，保持适当支出强度，重点支持科技攻关、生态环保、基本民生、区域重大战略、现代农业和国家“十四五”规划重大项目。

>Chinese envoy urges diplomacy to resolve Ukraine issue
中国代表呼吁通过外交努力合理解决乌克兰问题

China's permanent representative to the United Nations, Zhang Jun, on Monday called on all parties concerned to seek "reasonable solutions" to the Ukraine issue. "We welcome and encourage every effort for a diplomatic solution, and call on all parties concerned to continue dialogue and consultation, and seek reasonable solutions to address each other's concerns on the basis of equality and mutual respect," Zhang told the Security Council emergency meeting on Ukraine.
中国常驻联合国代表张军2月21日在安理会举行的审议乌克兰问题紧急会议上发言。张军说，中方欢迎并鼓励一切致力于推动外交解决的努力，呼吁有关各方继续开展对话协商，在平等和相互尊重的基础上寻求解决彼此关切的合理方案。

"China has been paying close attention to the latest developments of the situation in Ukraine. We have fully elaborated our position at the previous two meetings of the Security Council," said Zhang, noting all parties concerned must exercise restraint and avoid any action that may fuel tensions.
张军说，中方高度关注乌克兰局势的最新发展。中方已在安理会前两次会议上全面阐述了立场。当前形势下，有关各方都要保持克制，避免任何可能加剧紧张局势的行动。

The envoy underlined the current situation in Ukraine "is a result of many complex factors. China always makes its own position according to the merits of the matter itself. We believe that all countries should solve international disputes by peaceful means in line with the purposes and principles of the UN Charter."
张军说，乌克兰局势发展到目前状况，是一系列复杂因素共同作用的结果。中国一贯按照事情本身的是非曲直决定自身立场，主张各国根据联合国宪章的宗旨和原则，和平解决国际争端。

>HK to mass test for coronavirus
香港将全民强制核酸检测

Chief Executive of the Hong Kong Special Administrative Region Carrie Lam said on Tuesday that Hong Kong will conduct a mass mandatory testing in March to fight the latest COVID-19 outbreak, and all Hong Kong residents must undergo nucleic acid tests three times.
香港特区行政长官林郑月娥2月22日宣布，为应对新冠疫情，香港将在3月进行3次全民强制核酸检测。

As the central government has strengthened its support for Hong Kong, the sampling and testing capacity in the global financial hub has reached nearly 1 million samples a day, Lam said, adding she believed capacity will continue to increase and can cope with mass testing.
林郑月娥表示，在中央加强支援后，目前香港的采样检测能力不少于每日一百万次，相信未来还会继续增加，可以应付全民检测。

She said the testing is a legal requirement and there is a punishment mechanism for those who do not take part.
她表示，全民强检具有法律效力，若不参与会有处罚机制。
