新华社北京7月28日电 7月25日,中共中央在中南海召开党外人士座谈会,就当前经济形势和下半年经济工作听取各民主党派中央、全国工商联负责人和无党派人士代表的意见和建议。中共中央总书记习近平主持座谈会并发表重要讲话强调,综合判断,我国发展仍具有诸多战略性有利条件,我国经济韧性强、潜力大、活力足,长期向好的基本面不会改变。只要贯彻落实好中共中央决策部署,准确识变、科学应变、主动求变,就一定能够抓住历史机遇、赢得发展先机。大家要把思想和行动统一到中共中央对经济形势的分析判断和对经济工作的决策部署上来,针对新情况新问题深入调查研究,及时反映社情民意,多献务实之策、多谋长远之计。
中共中央政治局常委李克强、汪洋、王沪宁、韩正出席座谈会。李克强受中共中央委托通报了上半年经济工作有关情况,介绍了关于下半年经济工作的有关考虑。
座谈会上,民革中央主席万鄂湘、民盟中央主席丁仲礼、民建中央主席郝明金、民进中央主席蔡达峰、农工党中央主席陈竺、致公党中央主席万钢、九三学社中央主席武维华、台盟中央主席苏辉、全国工商联主席高云龙、无党派人士代表王梅祥先后发言。他们完全赞同中共中央就当前我国经济形势的分析判断和下半年经济工作的谋划考虑,并就释放消费潜力增强发展动力、完善上市公司监管法规、加大重点领域金融支持力度、着力促进农民工和青年就业、加强疫情防控基础性重点工作、构建现代能源电力市场、完善数字经济税制体系、推动文化富民促进共同富裕、加大惠企纾困政策执行力度、推进核心关键领域国产化科技攻关等提出意见和建议。
在认真听取大家发言后,习近平发表了重要讲话。他表示,今年上半年,面对复杂严峻的国际形势和艰巨繁重的国内改革发展稳定任务,我们有效统筹疫情防控和经济社会发展工作,有效应对各种风险挑战,保持了经济社会发展大局总体稳定。在这期间,各民主党派中央、全国工商联和无党派人士积极支持疫情防控工作,聚焦扎实推动共同富裕、统筹推进碳达峰碳中和等重大课题深入调研,建言献策,为中共中央科学决策、有效施策提供了重要参考。各民主党派中央、无党派人士积极开展长江生态环境保护民主监督,立足实际,各展优长,推动中共中央有关决策部署落实到位。全国工商联发挥职能优势,启动“民企高校携手促就业行动”,推动“万企帮万村”与“万企兴万村”行动有效衔接,引导民营企业积极履行社会责任,促进民营企业高质量发展。习近平代表中共中央向大家表示衷心的感谢。
习近平指出,大家在发言中充分肯定了上半年经济工作取得的成绩,并就正确认识当前经济形势、做好下半年经济工作提出了针对性和建设性很强的意见和建议,我们将认真研究、积极吸纳。
习近平指出,今年以来,我们统筹疫情防控和经济社会发展,进行大上海保卫战,疫情防控经受住了武汉保卫战以来最严峻的考验,经济社会发展取得新的成绩,全国上下付出了艰辛努力,成绩值得充分肯定。在看到困难的同时,也要看到危中有机,只要我们保持战略定力、坚定做好自己的事,是完全能够化险为夷、化危为机的。
习近平强调,全面落实疫情要防住、经济要稳住、发展要安全的要求是一个整体,要一体认识、一体落实、一体评估,巩固经济回升向好趋势,力争实现最好结果。要高效统筹疫情防控和经济社会发展工作。要坚持人民至上、生命至上,坚持动态清零,坚持外防输入、内防反弹。宏观政策要在扩大需求上积极作为,财政货币政策要有效弥补社会需求不足,保持流动性合理充裕。要提高产业链供应链稳定性和国际竞争力,优化国内产业链布局。要落实国家总体安全观,强化粮食安全保障,提升能源资源供应保障能力,保持金融市场总体稳定。要以改革开放为经济发展增动力。要扎实做好民生保障工作,着力保障困难群众基本生活,做好高校毕业生就业工作。
习近平给大家提出3点希望。一是要统一思想,正确认识当前经济形势,凝聚起团结向上的政治共识,齐心协力战胜前进中的风险考验。二是要发挥优势,为经济社会持续健康发展贡献力量。三是要凝心聚力,为中共二十大召开营造良好环境。各民主党派要平稳有序推进换届工作,紧紧围绕深化政治交接这一主线,确保政治方向不变、优良传统不变、优势特点不变。全国工商联要加强对民营经济人士的思想政治引领,做好政策宣传解读,用务实举措稳定人心、鼓舞人心、凝聚人心。

Chinese leadership holds symposium to solicit advice on economic work
The Central Committee of the Communist Party of China (CPC) has held a symposium with non-CPC personages to solicit opinions and suggestions on the country's current economic situation and economic work for the second half of the year.
Xi Jinping, general secretary of the CPC Central Committee, presided over the symposium on July 25 and delivered an important speech.
China's development still has multiple strategic favorable conditions. China's economy is still highly resilient and has great potential and vitality, and the economic fundamentals that will sustain long-term growth remain unchanged, Xi said.
"As long as we well implement the decisions and plans of the CPC Central Committee, accurately perceive changes, scientifically respond to them and take the initiative to seek changes, we can seize historic opportunities and get a head start on development," Xi said.
He underscored the importance of aligning thoughts and actions with the CPC Central Committee's analysis and judgment of the economic situation, and its decisions and plans for economic work.
Xi called for more efforts to conduct in-depth investigations and studies in response to new situations and problems, and to promptly reflect social sentiment and public opinion.
The symposium was attended by Li Keqiang, Wang Yang, Wang Huning and Han Zheng, all members of the Standing Committee of the Political Bureau of the CPC Central Committee. Li, entrusted by the CPC Central Committee, briefed non-CPC personages on the country's economic work in the first half and introduced the CPC Central Committee's considerations for economic work in the second half.
Speeches were given by heads of the central committees of eight non-CPC parties and the All-China Federation of Industry and Commerce, as well as a representative of personages without party affiliations. They agreed with the CPC Central Committee's analysis of the current economic situation and its considerations for economic work in the second half.
China faced a complicated international situation and arduous domestic reform tasks in the first half, and the country effectively coordinated COVID-19 prevention and control with economic and social development, weathered all kinds of risks and challenges, and maintained the overall stability of economic and social development, Xi said.
He said that suggestions from non-CPC personages have provided important references for the scientific decision-making and effective policy execution of the CPC Central Committee, and he extended gratitude on behalf of the CPC Central Committee.
Noting that opportunities abound in times of crisis, Xi said, "We will surely be able to come through and turn risks into opportunities as long as we maintain strategic focus and remain determined to run our own affairs well."
Xi urged efforts to consolidate the upward trend of economic recovery and strive for the best possible outcome while efficiently coordinating COVID-19 prevention and control with economic and social development.
He reiterated the importance of unswerving adherence to the country's dynamic zero-COVID policy, and the need to guard against imported cases and domestic resurgences.
Macro policies should play a more active role in expanding demand, fiscal and monetary policies should effectively make up for the lack of social demand, and monetary policies should seek to ensure reasonably sufficient liquidity, Xi said.
Efforts should be made to improve the stability and international competitiveness of China's industrial and supply chains, and to optimize the layout of domestic industrial chains, Xi noted.
He stressed the importance of guarding the bottom line of safety on all fronts. China should strengthen its food security guarantee and improve its capacity to ensure energy and resource supplies and maintain the overall stability of the financial market.
Work should be done to ensure people's livelihoods, with priority given to the basic needs of people facing various difficulties, and to college graduates and other key groups as they seek employment, he said.
Xi said he hopes the non-CPC personages will correctly understand the current economic situation and reach a united and upbeat political consensus so as to withstand the tests posed by future risks.
The non-CPC personages should give full play to their own advantages to contribute to sustained and healthy economic and social development, and rally strength and build solidarity to create a sound environment for the upcoming 20th CPC National Congress, Xi said.
