北京市2017年拟建“环保警察”队伍

北京市代市长蔡奇表示，今年北京市将参考中央环保督察的模式，对16个区开展市级环保督察，强化环保责任，着力解决“最后一公里”的执行力问题。北京市将组建环保警察队伍，对环境领域违法犯罪活动予以严厉打击，形成震慑。

Beijing will strengthen environmental protection in 2017 by organizing an environmental police force to step up supervision and accountability in its 16 districts, acting mayor Cai Qi said Saturday.
北京市代市长蔡奇表示，2017年北京市将组建环保警察队伍加强环境保护，在北京市16个区强化环保监督和责任。

环保警察队伍（environmental police force）将着重打击露天烧烤（open-air barbecues）、垃圾焚烧（garbage incineration）、生物体燃烧（biomass burning）以及路面尘土（dust from roads）等不符合环保规定的行为。

蔡奇表示，北京市将从10个方面坚定不移地“铁腕治霾”，聚焦大气污染防治的各个领域，自我加压、深挖潜力。这十方面措施具体包括：

农村“煤改清洁能源”
coal to clean energy in rural areas

最大限度地压减电力行业的本地排放
reducing local emission of power plants

完成剩余4000蒸吨工业和供暖燃煤锅炉的清洁能源改造
finishing upgrade of the remaining 4,000 tons of steam industrial and coal-fired heating boilers

高排放机动车治理
phasing out high-polluting old vehicles

重点管控重型柴油车
controlling heavy-duty diesel vehicles

全面推燃气设施氮氧化物减排
reducing emission of nitrogen oxide in gas facilities

进一步加大工业企业调整退出步伐
closing manufacturing and polluting factories

促进排放挥发性有机物重点行业企业的转型升级
pushing upgrade of key enterprises with volatile organic compounds emission

铁腕执法，强化督察问责
stepping up supervision and accountability

深化区域大气污染协作机制
strengthening regional air pollution coordination mechanism
