关于乡村振兴战略，你想知道的都在这里

2017年10月18日，习近平总书记在党的十九大报告首次提出“乡村振兴战略（the strategy of rural vitalization）”，这是党的十九大作出的重大决策部署，也是新时代做好“三农”工作的总抓手。

什么是“乡村振兴”

乡村振兴（rural vitalization）是以农村经济发展（rural economic development）为基础，包括农村文化（rural culture）、治理（governance）、民生（livelihood）、生态（ecological environment）等在内的乡村发展水平的整体性提升。要按照产业兴旺、生态宜居、乡风文明、治理有效、生活富裕（to build rural areas with thriving businesses, pleasant living environments, social etiquette and civility, effective governance, and prosperity）的总要求，统筹谋划农村经济建设、政治建设、文化建设、社会建设、生态文明建设和党的建设，注重协同性、关联性、整体性，推动农业全面升级、农村全面进步、农民全面发展（agricultural upgrading, rural progress and farmers' development in an all-round way）。

实施乡村振兴战略的重要性

“农业农村农民问题是关系国计民生的根本性问题，必须始终把解决好“三农”问题作为全党工作重中之重。”（十九大报告）
Issues relating to agriculture, rural areas, and rural people are fundamental to China as they directly concern our country's stability and our people's wellbeing. Addressing these issues should have a central place on the work agenda of the Party.

乡村振兴战略部署

2018年2月4日，《中共中央国务院关于实施乡村振兴战略的意见》发布，对实施乡村振兴战略进行了全面部署。

文件指出，实施乡村振兴战略，是解决人民日益增长的美好生活需要和不平衡不充分的发展之间矛盾（to address the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life）的必然要求，是实现“两个一百年”奋斗目标（to realize the Two Centenary Goals）的必然要求，是实现全体人民共同富裕（to achieve prosperity for all）的必然要求。

实施乡村振兴战略的目标任务

到2020年，乡村振兴取得重要进展，制度框架和政策体系基本形成（the strategy should have established an institutional framework and policy system）；

到2035年，乡村振兴取得决定性进展，农业农村现代化基本实现（decisive progress shall be made, with basic modernization of agriculture and rural areas）；

到2050年，乡村全面振兴，农业强、农村美、农民富全面实现（rural areas should have strong agriculture, a beautiful countryside and well-off farmers）。

产业振兴

要推动乡村产业振兴，紧紧围绕发展现代农业，围绕农村一二三产业融合发展，构建乡村产业体系，实现产业兴旺，把产业发展落到促进农民增收上来，全力以赴消除农村贫困，推动乡村生活富裕。
We will vitalize rural industries and build an industrial system that focuses on promoting agricultural modernization and the integrated development of the primary, secondary, and tertiary industries in rural areas. Thriving businesses will help farmers to increase income, going to all lengths to eliminate poverty and achieve prosperity in rural areas.

生态宜居

要推动乡村生态振兴，坚持绿色发展，加强农村突出环境问题综合治理，扎实实施农村人居环境整治三年行动计划，推进农村“厕所革命”，完善农村生活设施，打造农民安居乐业的美丽家园，让良好生态成为乡村振兴支撑点。
We will promote rural ecological vitalization, pursue green development, and step up efforts in dealing with significant issues concerning rural ecological environment. The three-year action plan on rural living environment improvement will be thoroughly implemented, the "toilet revolution" carried forward in rural areas, and living facilities upgraded, so that a beautiful home where farmers can live and work in peace will be built, with sound a ecological environment serving as the backbone of rural vitalization.

乡风文明

要推动乡村文化振兴，加强农村思想道德建设和公共文化建设，以社会主义核心价值观为引领，深入挖掘优秀传统农耕文化蕴含的思想观念、人文精神、道德规范，培育挖掘乡土文化人才，弘扬主旋律和社会正气，培育文明乡风、良好家风、淳朴民风，改善农民精神风貌，提高乡村社会文明程度，焕发乡村文明新气象。
We will push forward the revitalization of culture in rural areas under the guidance of socialist core values, and strengthen ideological and moral education, as well as public cultural services. Concepts, humanism and moral codes in traditional rural culture will be further explored, talents in related sectors cultivated, and mainstream values and social norms highlighted. In this way, rural civilization, good family virtues and simple folkways will be formed, the overall outlook of farmers and rural civilization improved and a fresh prospect of rural civilization will be in sight.

治理有效

加强农村基层基础工作，健全自治、法治、德治相结合的乡村治理体系。培养造就一支懂农业、爱农村、爱农民的“三农”工作队伍。
We will strengthen basic services in rural communities, and improve the rural governance model which combines self-governance, rule of law, and rule of virtue. We will train professional rural service personnel who have a good knowledge of agriculture, love our rural areas, and care about rural people.

生活富裕

增加农民收入，要构建长效政策机制，通过发展农村经济、组织农民外出务工经商、增加农民财产性收入等多种途径，不断缩小城乡居民收入差距，让广大农民尽快富裕起来。
To increase farmers' income, a long-term policy mechanism should be established that reduces the income gap between urban and rural residents by developing the rural economy, introducing employment and business opportunities to farmers and increasing income from property, and helping all the farmers achieve common prosperity as soon as possible.
