宁吉喆：今年将进一步缩减外商投资准入负面清单

The government will further shorten the negative list which outlines fields off-limits to foreign investors, Ning Jizhe, deputy director of the National Development and Reform Commission, told a press conference on the sidelines of the annual legislative session.

国家发展改革委副主任宁吉喆在记者会上表示，今年将进一步缩减外商投资准入负面清单。

何立峰：今年还会继续保持良好的发展态势

China's economy will continue to maintain the momentum of sound development, as the country has announced a raft of measures in the government work report to boost development in 2019.

国家发展改革委主任何立峰说，中国经济今年还会继续保持良好的发展态势，李克强总理在《政府工作报告》中宣布了在今年促进经济发展的多项措施。

"With the implementation of various supportive policies, I believe this year the economy will register a good performance," he added.

他说：“通过这些政策举措的落实，我相信我们今年还会继续保持良好的发展态势。”

China has also made big strides in fostering a better business environment, as the country ranked 46th place out of 190 countries in the World Bank's newly released ranking list in 2018. While China ranked 78th place for ease of doing business in 2017.

中国的营商环境有了进一步改善，世界银行关于营商环境的国际排名，（以北京、上海为评价样板），由78位跃升至46位（共190个国家和地区），一年提高了32名。

宁吉喆：将在农业、采矿业、制造业、服务业领域推出更加开放的措施

China will further expand opening-up in the agriculture, mining, manufacturing and service sectors, and allow wholly foreign funded enterprises to operate in more sectors, a senior official of the country's top economic planner said Wednesday.

宁吉喆表示，中国将在农业、采矿业、制造业、服务业领域推出更加开放的措施，允许更多领域实行外资独资经营。

宁吉喆：促进消费的平稳增长

More measures to support a steady growth in consumption are in pipeline this year, with a focus on key sectors including used cars, new energy cars, 5G, energy-efficient electric home appliances, senior and baby care, and consumption in rural areas, said Ning Jizhe.

国家发展改革委副主任宁吉喆说，今年将推出更多措施，促进消费的平稳增长，扩大重点领域消费。推动老旧汽车报废更新，继续执行新能源汽车购置政策，加快开展“5G”商用部署，绿色家电消费要鼓励支持。要出台实施扶持养老照护服务、婴幼儿照护服务的政策措施，促进农村消费普及提高。

何立峰：目前正在抓紧粤港澳大湾区建设

China will carry out more efforts to accelerate the construction of an international science and technology center in the Guangdong-Hong Kong-Macao Greater Bay Area, said He Lifeng.

何立峰说，关于粤港澳大湾区建设，要在创建国际科创中心方面，力度要进一步加大。

He said more measures will be taken to expedite the building of infrastructure in Guangdong, Hong Kong and Macao to lay a sound foundation to boost exchange and communication among the regions.

他表示，要加快规划粤港澳大湾区的硬件建设，时机条件成熟以后推进建设，为推进三地密切配合打下坚实基础。

The government will also roll out more policies to make it convenient for people from Hong Kong and Macao to work and start their businesses in Guangdong province, in the hope of boosting innovation, He said.

他表示，将重点推进有利于港澳居民进出内地和到内地发展的便利措施，提升粤港澳大湾区整体创新水平。

连维良：将平等保护各类股东产权和合法权益

China will equally protect different types of shareholder's property and rights in mixed ownership enterprises, said a senior official with the country's top economic planner Wednesday.

国家发展改革委副主任连维良说，将平等保护各类股东产权和合法权益。

China will encourage social capital to enter key areas of mixed ownership reform of State-owned enterprises (SOEs) , and make sure the shareholders can exercise their rights in accordance with their share, Lian Weiliang, deputy director of the National Development and Reform Commission, told a press conference.

连维良在记者会上说，将在重点领域混改，鼓励社会资本进入。真正做到各类股东按资说话、依股行权。

This year, China will select the fourth batch of more than 100 SOEs to take part in the pilot reform, Lian said.

连维良说，今年我们将新推出第四批一百家以上新的混改试点。

宁吉喆：我国与“一带一路”沿线国家货物贸易总额超过6万亿美元

China has made significant achievements with the countries and regions involved in the Belt and Road Initiative in the past five years after the initiative was proposed. The total trade volumes between China and the countries and regions involved in the Belt and Road Initiative has exceeded $6 trillion, Ning Jizhe said.

宁吉喆说，五年多来，共建“一带一路”已经取得重要进展和显著成效。过去五年，我国与“一带一路”沿线国家货物贸易总额超过6万亿美元。

China has signed 171 cooperation documents with 29 international organizations and 123 countries, including developed and developing countries, the vice-chairman of NDRC said.

宁吉喆说，在政策沟通方面，中方已经与123个国家和29个国际组织签署了171份合作文件，其中既有发展中国家，也有发达国家。

By the end of February, China-Europe freight trains, considered significant for the Belt and Road Initiative, have made 14,000 trips, Ning Jizhe said.

宁吉喆说，到今年2月底，中欧班列累计开行数量已达到1.4万列。中欧班列对“一带一路”倡议非常重要。

何立峰：将突出精准投资

Government at all levels will focus on targeted investment, and efforts will be made this year to prevent new debt, said He Lifeng, head of the National Development and Reform Commission.

国家发展改革委主任何立峰说，要突出精准投资，各级政府的投资，我们是严格防止形成新的债务。

He said government investment will focus on improving livelihoods and urban services in 2019, and that no deluge of mass investment is needed.

他说，各级政府投资主要是精准用于城市公共服务设施和社会民生短板这方面的投入。我们不必要也没有可能去搞“大水漫灌”。
