“六保”，即保居民就业、保基本民生、保市场主体、保粮食能源安全、保产业链供应链稳定、保基层运转，在4月17日召开的中央政治局会议上首次提出。保居民就业，要抓好重点行业、重点人群就业工作，把高校毕业生就业作为重中之重，确保就业大局稳定。保基本民生，要切实做好民生保障工作，加大脱贫攻坚力度，复工复产中优先使用贫困地区劳动力，确保如期全面完成脱贫攻坚任务；要完善社会保障，做好低保工作，及时发放价格临时补贴，确保群众基本生活。保市场主体，着力帮扶中小企业渡过难关。保粮食能源安全，抓好农业生产和重要副食品保供稳价。保产业链供应链稳定，促进产业链协同复工复产达产。保基层运转，确保基层政府保基本民生、保工资、保运转。
