11月22日，国家主席习近平以视频方式出席并主持中国－东盟建立对话关系30周年纪念峰会。中国东盟正式宣布建立中国东盟全面战略伙伴关系。习近平指出，这是双方关系史上新的里程碑，将为地区和世界和平稳定、繁荣发展注入新的动力。
China and ASEAN on Nov 22 agreed to elevate their ties to a comprehensive strategic partnership, as President Xi Jinping attended and chaired a special summit to commemorate the 30th anniversary of China-ASEAN dialogue relations via video link. "This is a new milestone in the history of our relations and will inject new impetus into the peace, stability, prosperity and development of our region and the world," Xi said, commenting on the partnership with the Association of Southeast Asian Nations (ASEAN).

1991年，中国应邀出席在吉隆坡举行的第24届东盟外长会，正式和东盟建立对话关系。30年来，双方不断拓展在互联互通、经济融合、经贸合作、人文交往等各领域合作的深度与广度，合作成果硕果累累。双边贸易额从不足80亿美元跃升到超过6800亿美元，贸易规模扩大了85倍。2020年，双方实现互为第一大贸易伙伴的历史性突破，中国－东盟关系已成为亚太区域合作中最为成功和最具活力的典范。
习近平强调，30年的宝贵经验是中国和东盟的共同财富，为双方发展全面战略伙伴关系奠定了基础、提供了遵循。我们要倍加珍惜、长久坚持，并在新的实践中不断丰富和发展。
对于未来的中国东盟关系，习近平提出5点建议：第一，共建和平家园。第二，共建安宁家园。第三，共建繁荣家园。第四，共建美丽家园。第五，共建友好家园。

我们要全面发挥《区域全面经济伙伴关系协定》的作用，尽早启动中国东盟自由贸易区3.0版建设，提升贸易和投资自由化便利化水平，拓展数字经济、绿色经济等新领域合作，共建经贸创新发展示范园区。
We need to fully harness the role of the RCEP, begin work toward a new round of upgrade of the China-ASEAN Free Trade Area at an early date, and enhance the level of trade and investment liberalization and facilitation. We need to expand cooperation in new areas like digital and green economy and build joint demonstration zones for economic innovative development.
