The government will grant fixed-line operators licences for mobile telecom services "at an early date," Xi was quoted telling a telecom forum in Beijing.

奚国华说，移动通信的高速发展，分流了传统固定电话业务。信息产业部将积极推进，争取早日给固网运营商发放移动运营牌照。

固网运营商即“fixed-line telecom operators”，固网运营商的业务牌照为“fixed-line （telecom）operator licences”，固定电话用户为“fixed-line users”。
