上述报道中，torrential rain就是“强降雨”，torrential的意思是resembling a torrent in force and abundance（如急流的，猛烈的），常用来形容降雨的强度；另外一个与之相关的常见表达是torrential wash（大雨、急流冲刷），例如：Heavy rainfall and torrential wash cleaned the whole city thoroughly. （强降雨和大量的雨水冲刷彻底清洁了这座城市。)

另外，这里有一个机构名称需要提出来说一下，The State Flood Control and Drought Relief Headquarters是“国家防汛抗旱总指挥部”，也就是我们所简称的“防总”。
