“四项原则”、“五点主张”、“网络空间命运共同体”：听习近平主席说“网事”

12月3日上午，第四届世界互联网大会在浙江省乌镇开幕。本届大会的主题是“发展数字经济 促进开放共享——携手共建网络空间命运共同体”（Developing digital economy for openness and shared benefits -- building a community of shared future in cyberspace）。

中国国家主席习近平发来贺信，代表中国政府和中国人民，并以他个人的名义，向大会的召开致以热烈的祝贺，向出席会议的各国代表、国际机构负责人和专家学者、企业家等各界人士表示诚挚的欢迎，希望大家集思广益、增进共识，深化互联网和数字经济交流合作，让互联网发展成果更好造福世界各国人民。

习近平在贺信中指出，全球互联网治理体系变革进入关键时期，构建网络空间命运共同体日益成为国际社会的广泛共识。我们倡导“四项原则”、“五点主张”，就是希望同国际社会一道，尊重网络主权，发扬伙伴精神，大家的事由大家商量着办，做到发展共同推进、安全共同维护、治理共同参与、成果共同分享。

这里提到的“四项原则”、“五点主张”是习近平2015年12月16日在第二届世界互联网大会开幕式讲话中首次提出的。

“四项原则”指推进全球互联网治理体系变革应该坚持的原则：

尊重网络主权
Respect internet sovereignty

维护和平安全
Maintain peace and security

促进开放合作
Promote openness and cooperation

构建良好秩序
Cultivate good order

“五点主张”是习近平就构建网络空间命运共同体（building a community of shared future in cyberspace）提出的主张：

加快全球网络基础设施建设，促进互联互通。
Speed up the building of global internet infrastructure and promote interconnectivity.

打造网上文化交流共享平台，促进交流互鉴。
Build an online platform for cultural exchange and mutual learning.

推动网络经济创新发展，促进共同繁荣。
Promote innovative development of cyber economy and common prosperity.

保障网络安全，促进有序发展。
Maintain cyber security and promote orderly development.

构建互联网治理体系，促进公平正义。
Build an internet governance system and promote equity and justice.

2017年12月3日，习近平向第四届世界互联网大会发贺电：

互联网发展给世界各国主权、安全、发展利益带来许多新的挑战。全球互联网治理体系变革进入关键时期，构建网络空间命运共同体日益成为国际社会的广泛共识。
The development of the internet has posed many new challenges for the sovereignty, security, and development interests of the world's countries. Building a community of shared future in cyberspace has increasingly become the widespread common understanding of international society.

我们希望与国际社会一道，尊重网络主权，发扬伙伴精神，大家的事由大家商量着办，做到发展共同推进、安全共同维护、治理共同参与、成果共同分享。
China hopes to work with the international community to respect cyberspace sovereignty and carry forward the spirit of partnership to commonly advance development, safeguard security, participate in governance, and share the benefits.

2016年11月16日，习近平在第三届世界互联网大会开幕式上通过视频发表讲话：

互联网发展是无国界、无边界的，利用好、发展好、治理好互联网必须深化网络空间国际合作，携手构建网络空间命运共同体。
The development of the internet knows no national or sectoral boundaries. The sound use, development and governance of the internet thus calls for closer international cooperation, and joint efforts to build a community of shared future in cyberspace.

中国愿同国际社会一道，坚持以人类共同福祉为根本，坚持网络主权理念，推动全球互联网治理朝着更加公正合理的方向迈进，推动网络空间实现平等尊重、创新发展、开放共享、安全有序的目标。
China will work together with the international community to ensure the common well-being of humanity, uphold cyber sovereignty, promote more fair and equitable global internet governance, and bring about an open, inclusive and secure cyberspace that features equality, mutual respect, innovation and orderly development.

2015年12月16日，习近平在第二届世界互联网大会开幕式上的讲话：

网络空间是人类共同的活动空间，网络空间前途命运应由世界各国共同掌握。各国应该加强沟通、扩大共识、深化合作，共同构建网络空间命运共同体。
Cyberspace is the common space of activities for mankind. The future of cyberspace should be in the hands of all countries. Countries should start up communications, broaden consensus and deepen cooperation, to jointly build a community of shared future in cyberspace.

2014年11月19日，习近平向首届世界互联网大会致贺词：

互联网真正让世界变成了地球村，让国际社会越来越成为你中有我、我中有你的命运共同体。同时，互联网发展对国家主权、安全、发展利益提出了新的挑战，迫切需要国际社会认真应对、谋求共治、实现共赢。
The internet has turned the world into a global village and made the international community a highly interdependent community of common destiny. Meanwhile, the development of the Internet has posed new challenges to national sovereignty, security and development interests, which requires the international community to meet urgently and seriously and pursue common governance and win-win outcome.
