中国和文莱建立战略合作伙伴关系 盘点各种“伙伴关系”

国家主席习近平19日在斯里巴加湾同文莱苏丹哈桑纳尔举行会谈。

China and Brunei on Monday agreed to upgrade their relations to a strategic cooperative partnership. The two countries also pledged to be good partners featuring mutual trust in politics, mutual benefit in economy, mutual understanding in people-to-people and cultural exchanges, and mutual assistance in multilateral affairs.
中国和文莱一致决定建立战略合作伙伴关系，做政治互信、经济互利、人文互通、多边互助的好伙伴。

习近平强调，双方要密切高层交往，为两国关系发展掌好舵（well steer the vessel of bilateral relations）。

China appreciates Brunei's firm adherence to the one-China policy and will continue to support Brunei in pursuing a development path that suits its own national conditions, Xi said.
中方赞赏文方坚定奉行一个中国政策，将继续支持文莱走符合自身国情的发展道路。

China sees Brunei as an important partner for cooperation in building the 21st Century Maritime Silk Road and is willing to align the Belt and Road Initiative with Brunei's Wawasan 2035, a strategy for economic diversification, in a bid to boost the mutually beneficial cooperation between the two countries, he said.
中方视文莱为建设21世纪海上丝绸之路重要合作伙伴，愿将“一带一路”倡议同文莱经济多元化战略“2035宏愿”相对接，做好两国互利合作大文章。

什么是伙伴关系？

伙伴不同于同盟。同盟（alliance）的合作成员间一般签署具有国际法意义条约，要承担约束力强的责任，并针对某些目标而合作。而“伙伴关系（partnership）”一般不签署任何条约，彼此不受结盟条约和义务约束。中国与他国的伙伴关系一般以双方元首联合声明为标志确立。

名称不同表明合作领域和关注点不同。简单的说：

“全面（comprehensive）”或“全方位（all-round）”指的是合作领域多、范围广；“战略（strategic）”指的是在双边或多边国际事务中，在重大国际和地区问题上有交集，关系重要，领域高端；

“合作（cooperative/cooperation）”指的是政策相互协调、相互配合、相互支持，其中不加战略修饰语的合作多指经济合作；

“友好（friendly）”指的是政治关系良好。

这些词汇的排列组合构成不同侧重点，形容强调点不同的伙伴关系，比如：
