习近平参加甘肃代表团审议 明确脱贫攻坚的标准

习近平指出，现在距离2020年完成脱贫攻坚目标任务只有两年时间，正是最吃劲的时候，必须坚持不懈做好工作，不获全胜、决不收兵。

习近平在讲话中明确，脱贫攻坚的标准，就是稳定实现贫困人口“两不愁三保障”：

They should no longer need to worry about food and clothing while enjoying access to compulsory education, basic medical care and safe housing.
不愁吃不愁穿，义务教育、基本医疗、住房安全有保障。

2018年8月19日，《中共中央、国务院关于打赢脱贫攻坚战三年行动的指导意见》发布。

意见》重申了我国脱贫攻坚战的目标：到2020年，农村贫困人口实现脱贫，贫困县摘帽（lifting all rural poor and impoverished counties out of poverty），消除绝对贫困（eliminating absolute poverty），贫困地区和贫困群众同全国一道进入全面小康社会。

《意见》提出，到2020年，实现贫困地区基本公共服务主要领域指标接近全国平均水平。集中连片特困地区（contiguous poor areas）和革命老区（old revolutionary bases）、民族地区及边疆地区（ethnic minority and border areas）发展环境明显改善，深度贫困地区如期完成全面脱贫任务。

《意见》明确，到2020年，巩固脱贫成果，通过发展生产（fostering distinctive industries）脱贫一批，易地搬迁（advancing relocation）脱贫一批，生态补偿（carrying out ecological restoration）脱贫一批，发展教育（strengthening education）脱贫一批，社会保障（improving social security）兜底一批，因地制宜综合施策（taking targeted and differentiated measures），确保现行标准下农村贫困人口实现脱贫，消除绝对贫困；确保贫困县全部摘帽，解决区域性整体贫困（alleviate regional poverty）。

习近平指出，

The practices of formalities for formalities' sake and bureaucratism hamper the effective advancement of poverty reduction, he said, stressing a firm hand in rectifying malpractices in poverty relief.
要整治问题不手软。脱贫攻坚工作中存在的形式主义、官僚主义现象，影响脱贫攻坚有效推进。

He ordered efforts to redress undesirable conduct of officials in a timely manner, as well as special campaigns to target corruption and bad conduct in poverty reduction.
要及时纠正脱贫攻坚中反映的干部作风问题，深化扶贫领域腐败和作风问题专项治理。
