中共十八届七中全会公报要点

中国共产党第十八届中央委员会第七次全体会议,于2017年10月11日至14日在北京举行。全会听取和讨论了习近平受中央政治局委托作的工作报告。

The four-day Seventh Plenary Session of the 18th Central Committee of the Communist Party of China concluded on Saturday in Beijing with a statement issued about the meeting.
为期四天的中国共产党第十八届中央委员会第七次全体会议于10月14日在北京闭幕，会议发布了公报。

A report to be made by the 18th CPC Central Committee to the 19th CPC National Congress; a work report of the CPC Central Commission for Discipline Inspection to the congress; and an amendment to the CPC Constitution also were discussed and approved.
会议讨论并通过了党的十八届中央委员会向中国共产党第十九次全国代表大会的报告,讨论并通过了党的十八届中央纪律检查委员会向中国共产党第十九次全国代表大会的工作报告,讨论并通过了《中国共产党章程(修正案)》。

It was decided that the three documents will be submitted to the upcoming congress for examination and deliberation.
全会决定将这3份文件提请中国共产党第十九次全国代表大会审查和审议。

知识点：

“审查”（examination）和“审议”（deliberation）虽都有审核的意思，但“审查”重在“查”，即检查、核对是否正确、妥当，对错误和不当之处必须指出和纠正，不能“查而不定”；而“审议”重在“议”，就是议论、讨论、分析、说明，可以“议而不决”。

出席全会的有中央委员191人（191 members of the CPC Central Committee）,候补中央委员141人（141 alternate members of the CPC Central Committee）。中央纪律检查委员会委员和有关负责同志列席会议（present as nonvoting delegates）。

全会公报要点：

全会决定递补11名中央委员（11 new full members were admitted to the Central Committee），确认中央政治局之前作出的针对15人的党纪处分（decisions of disciplinary punishment made by the Political Bureau of the CPC Central Committee were endorsed）。

全会充分肯定党的十八届六中全会以来中央政治局的工作（the plenum fully affirmed the work of the Political Bureau of the CPC Central Committee since the Sixth Plenary Session of the 18th CPC Central Committee）。

全会认为，中央政治局坚持以马克思列宁主义、毛泽东思想、邓小平理论、“三个代表”重要思想、科学发展观为指导（the Political Bureau has followed the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important Thought of Three Represents and the Scientific Outlook on Development）,贯彻落实习近平总书记系列重要讲话精神和治国理政新理念新思想新战略（thoroughly carried out the essence of Xi's series of important remarks and new governance concepts, thoughts and strategies）。

全会总结了党的十八大以来5年的工作。一致认为,这5年是党和国家发展进程中极不平凡的5年（the past five years were an extraordinary period）,改革开放和社会主义现代化建设取得了历史性成就（China has made historic achievements in reform and opening-up, as well as socialist modernization）。5年来的成就是全方位的、开创性的（these achievements are comprehensive and groundbreaking）,5年来的变革是深层次的、根本性的（changes during the past five years were profound and fundamental）。

全会总结了党的十八届中央纪律检查委员会的工作，认为反腐败斗争压倒性态势已经形成并巩固发展（China has gained and consolidated crushing momentum in its fight against corruption）。

全会强调,我们党是一个有着8900多万名党员的大党,是一个领导着13亿多人民进行改革开放和社会主义现代化建设的执政党（the ruling Party leading more than 1.3 billion people in the drive for reform and modernization）,如果没有党中央权威和集中统一领导（without the authority and centralized leadership of the CPC Central Committee）、没有严格的政治纪律和政治规矩、没有风清气正的良好政治生态（without strict political disciplines, rules and a clean political environment）,就会丧失创造力、凝聚力、战斗力（the CPC would compromise its creativity, cohesion and effectiveness）,就会丧失执政基础和执政能力（weaken the foundation and ability of its governance）,就会严重脱离人民（detach from the people）,就不可能担负起领导人民进行改革开放和社会主义现代化建设的历史重任。

全会全面分析了当前形势和任务,深入讨论了新形势下进行具有许多新的历史特点的伟大斗争（engaging in the great battle with many new historical features）、建设党的建设新的伟大工程（embarking on the new great project in Party building）、推进中国特色社会主义伟大事业（advancing the great cause of socialism with Chinese characteristics）、实现民族复兴伟大梦想（realizing the great dream of revival of the Chinese nation）的若干重大问题,为召开党的第十九次全国代表大会作了充分准备。
