刘世锦：发展民营经济要靠政策，更要靠法治 Private sector firms in focus

3月6日，全国政协十三届二次会议新闻中心举行记者会，邀请全国政协委员刘世锦、南存辉、叶青、周群飞等人谈优化营商环境、促进民营经济高质量发展。

Liu Shijin, deputy director of the Economic Affairs Committee of the CPPCC, called for deepening reforms to offer private firms an equal playing field and a stable legal environment.

刘世锦说，要进一步深化改革，为民营企业提供公平的竞争环境和稳定的法治环境。

"Putting policies into practice is a top priority as China has launched an array of related policies to support private businesses, including expanding market access," said Liu at a news briefing during the ongoing two sessions.

刘世锦说：“大的战略部署、顶层设计都有了，具体政策也出台了不少，但当务之急是大政方针能够落实到位，要推动进一步的放宽准入。”

全国工商联副主席、北京叶氏企业集团有限公司董事长叶青：银行应增加中长期贷款等金融产品

"Financial institutions should also add more financial products, such as medium and long-term loans, to private businesses for their long-term solid development," said Ye, who is also vice-president of the All-China Federation of Industry and Commerce.

叶青说：“很多金融机构应该增加金融产品，比如中长期贷款，这样有利于稳定信心、把企业做扎实。”

"Moreover, major State-owned banks are expected to offer loans tailored to different regions as business environments vary across different areas of China," he added.

他说：“我国地大区域广，大的国有银行制定金融政策应该因地而异，把产品做细。”

全国政协委员、蓝思科技股份有限公司董事长周群飞：做好先进制造业要“内外并举”

Zhou Qunfei, founder of touchscreen maker Lens Technology, also hailed the role of an easy financing process to keep advanced manufacturing on a growth path.

触摸屏制造商蓝思科技股份有限公司创始人周群飞表示，希望政府可以给民营企业融资提供更好的平台，做好先进制造业。

"Currently in China, 90 percent of private companies are engaged in manufacturing, and advanced manufacturing is a key economic growth driver," she noted.

她说：“制造业领域的民营企业占比已经达90%，先进制造业又是制造业体系当中的高端环节。”

To support advanced manufacturing, Zhou proposed that the government should introduce more high-end talent.

她建议说，为了支持先进制造业的发展，我们希望政府对外引进人才。

"Private firms should also raise awareness of protecting intellectual property," she said.

她说：“我们希望推动民营企业参与知识产权保护。”

全国政协常委、全国工商联副主席、正泰集团董事长南存辉：增值税从16%降至13%对民营企业是巨大利好

"In the Government Work Report, Premier Li Keqiang proposed that the value-added tax rate for the manufacturing industry will be lowered to 13 percent from 16 percent, which is great news for all manufacturing industries, including private enterprises," Nan said.

南存辉说：“总理在政府报告中提出，增值税从16%降至13%，对于民营企业在内的制造业都是巨大的利好。”

"Reductions in taxes and fees will increase enterprises' cash flow and profits, which will make the capital market pay more attention to manufacturing industry, and then bring about a very good expectation for private enterprises, especially manufacturing industry, and promote companies to continue to invest in innovation and then promote high-quality development."

“特别是通过减税降费，增加了企业的现金流和利润，这样使资本市场也会更加关注制造业，进而带来对民营企业，特别是对制造业，会有一个非常好的预期，促进大家继续在创新上进行投入，进而推动高质量发展。”
