当前，在国际环境日趋复杂、不稳定性不确定性明显增加的大背景下，我国实行高水平对外开放，坚持实施更大范围、更宽领域、更深层次的对外开放，建设更高水平开放型经济新体制，是构建新发展格局的客观要求，是发挥我国14亿人口大市场优势推动全球自由贸易进程、建设开放型世界经济的重大举措。总的来看，这要求我们把扩大内需与扩大开放有机统一起来，以强大内需市场为依托，发展更高层次的开放型经济，形成有利于吸引全球资源要素、更有效参与国际竞争合作的体制机制。通过建设更高水平开放型经济新体制，在范围上实现从以沿海开放为主向陆海内外联动、东西双向互济的全方位开放转变，从以引进来为主向高质量引进来和高水平走出去并重的双向开放转变；在领域上实现从以制造业开放为主向制造业和服务业开放并举转变；在层次上实现从主要依靠优惠政策吸引外资向以一流营商环境吸引全球资源要素转变。
