近日，国务院办公厅(the General Office of the State Council)印发《控制污染物排放许可制实施方案》，对完善控制污染物排放许可制度，实施企事业单位排污许可证(pollutant discharge license)管理作出部署。

上世纪80年代后期开始，全国各地陆续试点实施排污许可制，约24万家企事业单位(enterprises and government-affiliated institutions)获得了排污许可证。但由于环保部门监管不到位(poor supervision by environmental protection agencies)，成效不尽如人意(the results have proved unsatisfactory)。据环保部官员介绍，改革后的排污许可证将成为企事业单位排污行为的唯一行政许可(administrative permission)。

根据方案，排污许可证的许可事项将包括允许排污单位排放的污染物的种类、浓度和总量(the variety, concentration and amount of pollutants)。同时，规定其排放方式、排放时间、排放去向。违规排污者将面临按日连续处罚、限制生产(restrictions on production)、停产整治、停业(suspension of operations)、关闭(shutdown)等措施，对构成犯罪的，将依法追究刑事责任(criminal liability)。

方案还提出了排污证发放实施步骤时间表(timetable)：2016年底，率先在火电(thermal power)、造纸(papermaking)两个行业推动排污许可改革，同时在京津冀试点地区(pilot areas in the Beijing-Tianjin-Hebei region)开展钢铁、水泥行业(steel and cement industries)、在海南开展石化行业(petrochemical industry)排污许可证试点，为排污许可改革在全国实施奠定基础(lay foundation for the national rollout)。2017年要对"大气十条(the Air Pollution Prevention and Control Action Plan)"、"水十条(the Action Plan for Water Pollution Prevention and Control)"确定的重点行业企业核发(verify and issue)排污许可证。到2020年，基本完成各行业排污许可证核发。
