Japan is now at a turning point for its national security strategy, with the Cabinet approving a reinterpretation of the Constitution to allow limited exercise of the right of collective self-defense.
日本内阁同意通过修改宪法解释以允许其有限度地行驶集体自卫权,这使得日本国家安全策略面临重要变化。
所谓集体自卫权(collective self-defense),是指与本国关系密切的国家遭受他国武力攻击时,无论自身是否受到攻击,都有使用武力进行干预和阻止的权利。
日本内阁决议案文本表示,集体自卫权的行使范围包括与日本有亲密关系的国家遭受了外敌的攻击(close allies under attack),事态危及日本国民的生命(a clear danger that the people's right to life, liberty and the pursuit of happiness could be subverted)和国家的存亡(a threat to the existence of the Japanese state),日本可以行使有必要的最小限度的武力(exercise force to the minimum degree necessary)。
日本现行宪法规定,日本实行放弃战争(renounce war as a sovereign right of the nation)、不维持武力(land, sea, and air forces, as well as other war potential, will never be maintained)、不拥有宣战权(the renunciation of the right to wage war)的和平主义(pacifism),明确禁止日本行使集体自卫权。
