数说五年成就：发挥巡视利剑作用 推进全面从严治党

党的十八大以来，以习近平同志为核心的党中央从关系党和国家生死存亡的高度，作出打铁还需自身硬的庄严承诺，以猛药去疴、重典治乱的决心勇气，推动全面从严治党向纵深发展，打虎拍蝇雷霆万钧，正风肃纪驰而不息，形成了反腐败斗争压倒性态势，党心民心为之一振，党风政风为之一新。

Strict Party governance
从严治党

“打虎”无禁区。党的十八大以来，截至2016年底，中央纪委共立案审查中管干部240人，打破所谓“刑不上大夫”的猜想；

“拍蝇”零容忍。全国纪检监察机关给予纪律处分超过119万人，打破所谓“法不责众”的观念；

“猎狐”撒天网。从90多个国家和地区追回外逃人员近3000人，释放“天网恢恢、虽远必追”的强烈信号。

治标为治本赢得时间，持续量变产生质变。

Since the 18th Communist Party of China (CPC) National Congress in 2012, the CPC Central Committee has dedicated itself to strict party governance.
自2012年党的十八大以来，党中央一直致力于从严治党。

In the past five years, the CPC Central Committee has tirelessly addressed "si feng," or "the four forms of decadence" -- formalism, bureaucratism, hedonism and extravagance.
在过去五年中，党中央坚持不懈地严查“四风”，“四风”指形式主义、官僚主义、享乐主义和奢靡之风这四种不良风气。

A total of 155,300 violations against the eight-point frugality code had been investigated by the end of 2016, according to the CPC Central Commission for Discipline Inspection (CCDI).
中纪委数据显示，截至2016年底，共有15.53万起违反中央八项规定的问题被调查。

Among the violations, 78.2 percent took place in 2013 and 2014, cases took place in 2015 and 2016 accounted for 15.1% and 6.7 percent respectively, representing a marked decrease each year.
其中，有78.2%的案例发生在2013年至2014年，15.1%的案例发生在2015年，6.7%的案例发生在2016年，比例逐年显著下降。

The CPC has also stepped up its fight against corruption, targeting both high-ranking "tigers" and low-level "flies."

As of the end of 2016, the CCDI had investigated 240 centrally administered officials, punishing 223. Disciplinary inspection and supervision departments across the country registered 1.162 million cases of corruption, punishing 1.199 million people.
十八大以来，截至2016年底，中纪委共立案审查中管干部240人，给予纪律处分223人。全国纪检监察机关共立案116.2万件，给予纪律处分119.9万人。

A total of 2,566 officials who fled overseas had been captured by the end of 2016, recovering 8.64 billion yuan. Of the top 100 fugitives listed on an Interpol red notice, 43 have been arrested.
截至2016年底，共追回外逃人员2566名，追赃金额86.4亿元。“百名红通”人员已有43人落网。

In the past five years, the Party has also improved management and supervision of officials, adjusting the posts of 1,374 "naked officials" -- those above deputy department director level whose spouses and children reside abroad.
在过去五年中，党中央还加强了对党员干部的管理和监督，累计调整副处级以上“裸官”1374人。（“裸官”指配偶和子女在国外居住的副处级以上官员）

The CPC has also worked on Party rules. In the past five years, the CPC Central Committee has formulated or revised 88 Party regulations, 47 percent of the total of 188.
党中央还加强了党内法规制度建设。过去五年来，党中央出台或修订的党内法规超过88部，达到现行188部中央党内法规的47%。

Eight-point frugality code
八项规定

紧盯年节假期，抓早抓小、串点成线，遏制“舌尖上的浪费”、刹住“车轮上的腐败”、整治“会所里的歪风”……5年来，“八项规定”已成为妇孺皆知的政治语汇，在神州大地上荡涤起一股激浊扬清的净化之风，刹住了一些曾被认为难以刹住的歪风邪气，攻克了一些曾被认为司空见惯的顽瘴痼疾。

人们看到，天价月饼、粽子基本消失了，风景名胜区里的会所少见了，价格畸高的名烟名酒得到了遏制，一些高档酒店也推出了平民餐；干部普遍反映，应酬少了，精气神也饱满了。广大干部群众在一个又一个细节、一件又一件的小事中感受到了切切实实的变化。

The eight-point frugality code, introduced by the Political Bureau of the Communist Party of China (CPC) Central Committee, aims to improve Party and government officials' work style.
八项规定由中共中央政治局出台，旨在改进党员干部和政府官员的工作作风。

Since it was adopted in December 2012, great efforts have been made by the Party to rectify undesirable work styles of formalism, bureaucratism, hedonism and extravagance.
自2012年12月出台八项规定后，党中央下大力气整治形式主义、官僚主义、享乐主义和奢靡之风这四种不良工作作风。

During the past five years, some 176,000 violations have been investigated, nearly 240,000 CPC officials punished, and around 128,000 officials subjected to disciplinary action, according to the CPC Central Commission for Discipline Inspection (CCDI).
中纪委数据显示，十八大以来，全国累计查处违反中央八项规定精神问题约17.6万起，近24万人受到处理，总计给予约12.8万人党纪政纪处分。

The accountability system has also been intensified, with nearly 6,800 leading cadres held accountable on violations in 2016 and almost 4,000 in the first half of 2017.

Members of the Political Bureau of the CPC Central Committee has conducted 1,587 grassroots investigations in the past five years.

Discipline inspection
巡视工作

5年来，作为全面从严治党的重要抓手和重要保障，党内监督方式方法不断改革创新，不断向着全面覆盖、不留死角迈进。

利剑高悬、愈显锋芒，巡视监督的震慑效应不断放大。

Since the 18th Communist Party of China (CPC) National Congress in 2012, Party discipline inspections have purified the Party and improved the CPC's internal governance.
十八大以来，巡视工作净化了党员队伍，加强了党内治理。

Since the congress, the Political Bureau of the CPC Central Committee and the Standing Committee of the Political Bureau of the CPC Central Committee have held 23 meetings on inspections. The central leading group for inspection has held 115 meetings.
十八大以来，中共中央政治局和中共中央政治局常委会共召开23次会议研究巡视工作。中央巡视工作领导小组共召开115次会议研究部署任务。

While listening to reports on inspections, Xi Jinping, general secretary of the CPC Central Committee, stressed for more than once that the Party is fighting a pitched battle against corruption, where regional corruption is intertwined with sectoral corruption, corruption in official selection is intertwined with corruption in uses of power, and corruption in economic realms is intertwined with corruption in political realms.

Over the past five years, new ways of inspections were invented, such as "precise strike," or "surprise re-visit."

During 12 rounds of inspection by central inspection authorities, 277 Party organizations have been examined, 16 provincial-level regions have been re-examined and flexible inspections of four institutions under central control have been carried out.

Inspection teams discovered the misconduct of senior officials such as Sun Zhengcai, Su Rong and Huang Xingguo.

Clues found by inspectors also led to the investigation of systemic corruption in Shanxi province, as well as electoral frauds in Liaoning, Hunan and Sichuan provinces.

A total of 3,133 CPC officials have been held accountable for undesirable work styles.

Inspectors checked conduct in selection and promotion of officials and found 1,600 major violations.
中央巡视工作对被巡视地区和单位党组织选人用人情况开展了全覆盖的专项检查，发现重点问题1600余个。

Inspectors also found problems of weak Party leadership.
中央巡视还发现党的领导弱化等方面问题。

Central inspectors have received nearly 1.6 million visits and letters from the public and talked with over 53,000 CPC members or members of the public for violation tip-offs.
中央巡视组共受理来信来访近160万件次，与党员干部和群众谈话5.3万人次。

Since the congress, the central inspection teams have made 59 reports to leading officials of the CPC Central Committee and the State Council. The inspectors also transferred more than 9,400 cases of violations or clues to the CPC Central Commission for Discipline Inspection, the CPC Central Committee's organization department or other authorities.
党的十八大以来，中央巡视机构共向党中央和国务院分管领导同志通报巡视情况59次，向中央纪委、中央组织部以及有关部门移交问题和线索9400余件。
