美国贸易代表办公室21日将阿里巴巴重新纳入了其年度“恶名市场”名单,这距离该公司从名单中除名仅仅过去了四年。

Chinese e-commerce giant Alibaba is back on the US's "notorious markets" list over counterfeit goods sales.
中国电商巨头阿里巴巴因售卖假货被重新纳入美国“恶名市场”名单。
Alibaba was taken off the list four years ago, but US authorities say the firm's online platform Taobao is used to sell "high levels" of fake goods.
四年前,阿里巴巴刚刚从这个名单中被移除,但是,美国方面表示,该公司的网购平台淘宝被用来售卖“高级”假货。
The company has rejected the allegations, insisting it polices its market place better than in the past.
阿里巴巴对此提出抗议,坚称其对购物平台的监管比过去更加严格。
所谓的“恶名市场”(notorious markets)是美国用来形容那些存在大规模侵犯知识产权行为的海外网站和实体市场(websites and physical markets outside of the US where large-scale intellectual property infringement takes place)。“恶名市场”名单由国际知识产权联盟(International Intellectual Property Alliance)和美国贸易代表办公室(Office of the United States Trade Representative)发起,自2006年开始每年发布年度名单。
对于阿里重返年度“恶名市场”名单,阿里巴巴集团总裁Michael Evans在一则声明中称:
We are very disappointed by the USTR's decision to include Taobao on its "Notorious Markets" list, which ignores the real work Alibaba has done against counterfeits.
我们对美国贸易代表办公室的决定深感遗憾,他们无视了阿里巴巴在打击假货方面所做的实际工作。
In 2016 alone, Taobao, the customer-to-customer platform, has removed more than double the number of infringing product listings than it did in 2015.
仅仅2016年这一年,淘宝平台移除的侵权产品数量就是2015年的两倍。
Our results speak for themselves. Unfortunately, the USTR's decision leads us to question whether it acted based on the actual facts or was influenced by the current political climate.
我们努力的结果是最好的证明。可惜的是,美国贸易代表办公室的这个决定不禁让我们怀疑,这个决定究竟是基于事实,还是受到了当前政治局势的影响。
对此,我国外交部的回应是:
The two countries should provide a fair and impartial trade environment for the activities of each other's companies.
两国应该为彼此企业开展正常互利合作提供公平公正的环境。
其实,今年登上“恶名市场”名单中国网络和实体市场平台并不只有淘宝一家,其他在名单上的还有:B2B电商平台GONGCHANG.COM、北京秀水街、广州白云皮具城、沈阳五爱市场等。
