中共中央政治局召开会议讨论拟提请十九届四中全会审议的文件

中共中央政治局10月24日召开会议，研究坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化若干重大问题。中共中央总书记习近平主持会议。

会议决定，中国共产党第十九届中央委员会第四次全体会议于10月28日至31日在北京召开。

Members of the CPC Central Committee Political Bureau were briefed about the opinions solicited from in and outside the CPC about a document on the CPC Central Committee's decision concerning how to uphold and improve the system of socialism with Chinese characteristics and modernize China's system and capacity for governance, the statement said.
中共中央政治局听取了《中共中央关于坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化若干重大问题的决定》稿在党内外一定范围征求意见的情况报告。

They decided that the document will be revised based on the discussion at Thursday's meeting and submitted to the fourth plenary session.
决定根据这次会议讨论的意见进行修改后将文件稿提请十九届四中全会审议。

The document won recognition from people from various regions and sectors as well as delegates to the 19th CPC National Congress, who offered many constructive proposals, the statement said.
会议认为，这次征求意见充分发扬党内民主，广泛听取意见，各地区各部门各有关方面和党的十九大代表对决定稿给予充分肯定。

The meeting underscored upholding and improving the major institutions that underpin the system of socialism with Chinese characteristics.
会议强调，突出坚持和完善支撑中国特色社会主义制度的根本制度。

It called for developing a set of institutions that are well-conceived, fully built, procedure-based and efficiently functioning.
构建系统完备、科学规范、运行有效的制度体系。

Speaking of the overall goals to be met, the meeting vowed to see that institutions in all fields are notably improved when the CPC marks its centenary, before the modernization of China's system and capacity for governance is basically achieved by 2035 and realized in full as the People's Republic of China celebrates its centenary.
会议指出，坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化的总体目标是，到我们党成立100年时，在各方面制度更加成熟更加定型上取得明显成效；到2035年，各方面制度更加完善，基本实现国家治理体系和治理能力现代化；到新中国成立100年时，全面实现国家治理体系和治理能力现代化。

Calling upholding and improving the system of socialism with Chinese characteristics and modernizing China's system and capacity for governance a major strategic mission for the CPC, the meeting stressed that the efforts must be carried out under the unified leadership of the CPC Central Committee.
会议指出，坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化，是全党的一项重大战略任务。必须在党中央统一领导下进行。
