“十四五”规划和2035年远景目标重要概念汉英对照（六）

2021年初，第十三届全国人大四次会议审议通过了《中华人民共和国国民经济和社会发展第十四个五年规划和2035年远景目标纲要》（以下简称《纲要》）。

中国外文局、当代中国与世界研究院组织各语种中外专家进行全文翻译，经研商审定，形成汉英、汉法、汉俄、汉日、汉西、汉德、汉阿、汉葡、汉韩等9个汉外对照文版。目前汉英、汉日对照版已发布，其他语种将陆续推出。现将《纲要》专栏内容形成汉英对照，供业界及相关人员参考使用。

（十一）新型城镇化建设工程
Projects for advancing new urbanization

1. 都市圈建设
Development of metropolitan areas

在中心城市辐射带动作用强、与周边城市同城化程度高的地区，培育发展一批现代化都市圈，推进基础设施互联互通、公共服务互认共享。

Foster and develop a number of modern metropolitan areas in places where central cities have strong capacity for driving development of their surrounding areas and are highly integrated with surrounding cities, so as to promote interconnectivity of infrastructure and mutual recognition and sharing of public services.

2. 城市更新
Urban renewal

完成2000年底前建成的21.9万个城镇老旧小区改造，基本完成大城市老旧厂区改造，改造一批大型老旧街区，因地制宜改造一批城中村。
Complete the renovation of 219,000 old residential communities built before 2000 in cities and towns, complete the renovation of old factory areas in big cities and transform a number of large old blocks as well as a number of villages in cities, according to local conditions.

3. 城市防洪排涝
Urban flood control and drainage

以31个重点防洪城市和大江大河沿岸沿线城市为重点，提升改造城市蓄滞洪空间、堤防、护岸、河道、防洪工程、排水管网等防洪排涝设施，因地制宜建设海绵城市，全部消除城市严重易涝积水区段。
Focusing on 31 key flood control cities and cities along major rivers, we upgrade the flood storage and detention space, embankments, revetments, river courses, flood control works, drainage networks, and other flood control and drainage facilities in urban areas, and build sponge cities according to local conditions, to eliminate the areas that are very prone to waterlogging in cities.

4. 县城补短板
Shoring up weaknesses in counties

推进县城、县级市城区及特大镇补短板，完善综合医院、疾控中心、养老中心、幼儿园、市政管网、市政交通、停车场、充电桩、污水垃圾处理设施和产业平台配套设施，高质量完成120个县城补短板示范任务。

Shore up weaknesses in county seats, urban areas of cities at the county-level as well as super large towns. Improve general hospitals, centers for disease control and prevention, elderly care centers, kindergartens, municipal pipe networks, municipal transportation, parking lots, charging piles, sewage and garbage treatment facilities and industrial platform supporting facilities, and ensure high-quality completion of demonstration tasks in 120 counties.

5. 现代社区培育
Fostering modern communities

完善社区养老托育、医疗卫生、文化体育、物流配送、便民商超、家政物业等服务网络和线上平台，城市社区综合服务设施实现全覆盖。实施大学生社工计划，每万城镇常住人口拥有社区工作者18人。
Improve the service network and online platforms for elderly care, childcare, health care, culture and sports, logistics and distribution, convenience stores and supermarkets, and homemaking and property management, in communities. Achieve the full coverage of urban communities with comprehensive service facilities. Implement social work programs for college students. Provide 18 community workers for every 10,000 permanent urban residents.

6. 城乡融合发展
Integrated urban-rural development

建设嘉兴湖州、福州东部、广州清远、南京无锡常州、济南青岛、成都西部、重庆西部、西安咸阳、长春吉林、许昌、鹰潭等国家城乡融合发展试验区，加强改革授权和政策集成。
Build national pilot areas for integrated urban-rural development, including Huzhou-Jiaxing, Eastern Fuzhou, Guangzhou-Qingyuan, Nanjing-Wuxi-Changzhou, Jinan-Qingdao, Western Chengdu, Western Chongqing, Xi’an-Xianyang, Changchun-Jilin, Xuchang, and Yingtan. Delegate more decision-making power for reforms and enhance policy integration.

（十二）促进边境地区发展工程
Projects to promote the development of border areas

1. 边境城镇
Border towns

完善边境城镇功能，重点支持满洲里、宽甸、珲春、绥芬河、东兴、腾冲、米林、塔城、可克达拉等边境城镇提升承载能力。

Improve the functions of border towns and focus on supporting border towns such as Manzhouli, Kuandian, Hunchun, Suifenhe, Dongxing, Tengchong, Milin, Tayu, and Kokdala in increasing their carrying capacity.

2. 抵边村庄
Border villages

完善边境村庄基础设施和公共服务设施，新建抵边新村200个左右，实现抵边自然村道路、电力、通信、邮政、广电普遍覆盖。
Improve the infrastructure and public service facilities in border villages, build about 200 new villages in border areas, and achieve universal coverage of roads, electricity, communications, postal services, radio, and television in border villages.

3. 沿边抵边公路
Highways along and to the borders

建设集安至桓仁、珲春至圈河、泸水至腾冲、墨脱经察隅至滇藏界、青河经富蕴至阿勒泰、布伦口至红其拉甫、巴里坤至老爷庙、二连浩特至赛罕塔拉等沿边抵边公路。
Build highways along and to the borders including Ji’an-Huanren, Hunchun-Quanhe, Lushui-Tengchong, Motuo-Chayu-Yunnan-Tibet border, Qinghe-Fuyun-Altay, Bulungkol-Khunjerab, Barkol-Laoyemiao, and Erenhot-Saihantalah roads.

4. 边境机场
Border airports

建设塔什库尔干、隆子、绥芬河等机场，迁建延吉机场，建设20个左右边境通用机场。

Build airports in Tashkurgan, Longzi, and Suifenhe, relocate Yanji Airport, and build about 20 general airports in the border areas.

5. 边境口岸
Border ports

建设里孜、黑河、同江、黑瞎子岛口岸，改造提升吉隆、樟木、磨憨、霍尔果斯、阿拉山口、满洲里、二连浩特、瑞丽、友谊关、红其拉甫、甘其毛都、策克、吐尔尕特、伊尔克什坦口岸。
Build ports in Lizi, Heihe, Tongjiang, and Heixiazi Island, and transform and upgrade the ports in Jilong, Zhangmu, Mohan, Horgos, Alashankou, Manzhouli, Erenhot, Ruili, Youyiguan, Khunjerab, Ganqimaodu, Ceke, Torugart, and Irkeshtam.
