由于银根紧缩,企业贷款融资受到很大限制,小企业更是首当其冲。为了扶植小企业的发展,银监会近日表示,监管部门对小企业不良贷款率的容忍度可以提高到5%。

Outstanding loans to small firms grew 26.6 percent year-on-year to hit 9.85 trillion yuan ($1.55 trillion) at the end of July, said Xiao Yuanqi, an official in charge of financial services for small enterprises at the China Banking Regulatory Commission.
中国银监会小企业贷款负责人肖企远表示,截至7月末,小企业未偿贷款达到9.85万亿元(1.55万亿美元),同比增长26.6%。
文中的outstanding loan就是指“未偿贷款”,也就是尚未偿清的贷款余额。Outstanding在这里指未偿付的,或者未解决的、未完成的,比如The outstanding debts must be paid by the end of the month.(未偿债务须在月底前偿还。)此外,outstanding一般用来指显著的,杰出的,比如outstanding actress(杰出的女演员)。
银根缩紧后,针对银行的capital-adequacy ratios(资本充足率)和loan-deposit ratios(存贷比)的考核更加严格,micro-credit company(小额贷款公司)业务量上升,但也要严防bad loans(呆账/不良贷款)增加。有些cash-strapped companies(资金紧张的公司)铤而走险,向private lenders(私人贷款主)欠下高利贷,也给信贷体系埋下危机。
