美国公布对华“500亿美元”征税清单，中方这样强硬回应

当地时间3日，美国贸易代表办公室依据“301调查”结果，公布了拟加征关税的中国商品清单。

The Office of U.S. Trade Representative (USTR) on Tuesday published a proposed list of Chinese goods subject to additional 25 percent tariffs amid strong opposition from China and U.S. business groups.

清单涉及航空航天、信息和通信技术、机器人和机械等行业，包含大约1300个独立关税项目。美国贸易代表办公室建议对清单上中国产品征收额外25%的关税，称此举旨在弥补美国在科技领域所遭遇的损失。

美国贸易代表办公室公布的清单显示，大多数的商品并不直接面向日常消费者，包括化学制品、药品、橡胶制品、金属制品、不锈钢产品、铝合金产品、涡轮喷气产品、发光二极管、摩托车和牙医设备等。

The proposed list covers approximately 1,300 products imported from China, including industries such as aerospace, information and communication technology, robotics, and machinery, the USTR's Office said in a statement, noting they're worth approximately 50 billion U.S. dollars of annual trade value.

There's a 60-day period when the public can provide feedback and the government holds hearings on the tariffs.

根据美国贸易代表办公室的301条款调查，美国总统特朗普3月宣布，美国将对大约500亿美元的中国进口商品征收关税，并采取其他行动应对中国的政策。

商务部：将对美产品采取同等力度、同等规模的对等措施

商务部新闻发言人第一时间发表谈话，表示中方坚决反对，并将于近日依法对美产品采取同等力度、同等规模的对等措施。

China strongly condemns and firmly opposes the U.S. tariff proposals and is ready to take counter measures on U.S. products, the Ministry of Commerce (MOC) said Wednesday.

商务部新闻发言人表示，美方不顾中方的严正交涉，毫无事实依据，公布征税建议，是典型的单边主义和贸易保护主义做法，中方强烈谴责，坚决反对。

"Disregarding strong representations by China, the United States announced the tariff proposals that are completely unfounded, a typical unilateralist and protectionist practice that China strongly condemns and firmly opposes," according to the statement.

他表示，美方做法严重违反了世贸组织的基本原则和精神，中方拟立即将美方有关做法诉诸世贸组织争端解决机制。

“我们将根据《中华人民共和国对外贸易法》相关规定，准备对美产品采取同等力度、同等规模的对等措施。这些措施，近日将会公布。”商务部新闻发言人说，我们有信心、有能力应对美方任何贸易保护主义措施。

China plans to immediately bring relevant U.S. practice to the dispute settlement body of the WTO, and is ready to take counter measures on U.S. products with equal force and scale that will be published in the coming days.

"We have the confidence and ability to respond to any U.S. trade protectionist measures," the spokesperson said.

外交部：有信心、有能力应对美方任何贸易保护主义措施

外交部发言人陆慷表示，我必须再次强调，美方不顾中方的严正交涉，毫无事实根据，公布征税建议，是典型的单边主义和贸易保护主义做法，中方强烈谴责，坚决反对。

I must stress again that the US side released the proposed tariff list in disregard of China's stern representations and on the basis of no facts. China strongly condemns and firmly opposes such a move which is typical of unilateralism and trade protectionism.

美方此举罔顾40年来中美经贸合作互利共赢的本质，罔顾两国业界的呼声和消费者的利益，不利于美国国家利益，不利于中国国家利益，也不利于全球经济利益。

The US side neglected the mutually beneficial nature of the 40-year-old China-US economic cooperation. It turned a deaf ear to the voices of the business communities and ignored the interests of consumers from the two sides. Such a move is in the national interest of neither the US nor China, and it is bad for the global economy.

美方做法严重违反了世贸组织的基本原则和精神，中方将立即将美方这一错误做法诉诸世贸组织争端解决机制。同时，我们将根据《中华人民共和国对外贸易法》相关规定，准备对美产品采取同等力度、同等规模的对等措施。这些措施，近日将会公布。我们有信心、有能力应对美方任何贸易保护主义措施。

What the US did severely violates the basic principles and spirit of the WTO. The Chinese side will immediately refer this wrong move by the US side to the WTO dispute settlement system. Meanwhile, in accordance with the relevant stipulations of the Foreign Trade Law of the People's Republic of China, we will take proportionate measures of the same intensity and scale on US products. These measures will be announced soon. We have the confidence and capability to counter any measure of trade protectionism taken by the United States.

驻美大使馆：将立即诉诸世贸组织争端解决机制

中方强烈谴责、坚决反对美方在毫无事实依据情况下发起对华301调查并公布征税建议。

The Chinese side strongly condemns and firmly opposes the unfounded Section 301 investigation and the proposed list of products and tariff increases based on the investigation.

美方做法严重违反了世贸组织基本原则和精神，是典型的单边主义和贸易保护主义，不利于中国国家利益，不利于美国国家利益，也不利于全球经济利益。

Such unilateralistic and protectionist action has gravely violated fundamental principles and values of the WTO. It serves neither China’s interest, nor US interest, even less the interest of the global economy.

来而不往非礼也。中方将立即诉诸世贸组织争端解决机制。同时，将根据中国有关法律，对美国产品采取同等力度、同等规模的对等措施。

As the Chinese saying goes, it is only polite to reciprocate. The Chinese side will resort to the WTO dispute settlement mechanism and take corresponding measures of equal scale and strength against US products in accordance with Chinese law.

希望美方保持理性，着眼长远，不要在错误的道路上越走越远。

We hope that the US side, with sense and long-term picture in mind, refrain from going further down the wrong path.
