北京拟实行“有位购车”

有了车位才能购车？随着老旧小区“抢车位”大战愈演愈烈，北京拟在2016年推出“有位购车”政策。

To tackle the rising menace of parking, the authorities in Beijing are going to launch "parking space before car" policy. It means that potential car buyers would have to rent or buy a car park space first, as a pre-condition to buy a vehicle.
为解决停车难问题，北京政府拟推“有位购车”，即购车者需要先买或租下停车位才能购置汽车。

汽车方便了千家万户，但停车却成了老大难。特别是在没有配建停车位的老旧小区里。私装地锁的“抢车位”（occupy a parking space）大战竞相上演，带来消防、安全隐患；一到晚上，很多车辆随意停放在马路两边（idle vehicles parked on the sides of streets），严重阻碍车辆和行人通行（hampering flow of automobile and foot traffic）。

29日上午，北京市副市长张延昆表示，北京拟在2016年力争出台《北京市机动车停车条例》，总体思路是“有位购车(secure a parking space before buying a car)、停车入位(park in designated space)、停车付费(pay to park in public parking spaces)、违停受罚(punishment for illegal parking)”，以解决城市日益突出的停车难题（the city's deteriorating parking problems）。
