土地拍出天价,开发商上演“争地大战”,“地王”纪录不断被刷新……土地市场似乎永远供不应求。但很多开发商却没有将拍来的土地开工建设,却将其囤积起来,这不仅抬高了地价房价,还浪费了土地资源。日前,国务院发布通知,首次明确规定了相对严格的土地“闲置”费用标准。

中国将征收“囤地”增值费。
Developers who leave land undeveloped for more than one year but less than two could face fines of up to 20 percent of the price they paid for the land. The Ministry of Land and Resources will also charge added-value fees to land reserved by developers, the report said.
报告称,对于土地闲置满一年不满两年的,开发商需按地价的20%交纳罚款。另外,国土资源部将对开发商的“囤地”征收增值地价。
在上面的报道中,land reserves是指real estate developer(房地产开发商)的“囤地”行为,这会被征收added-value fees(增值地价),land reserves已经成为开发商抬高房价的一种hidden rule(潜规则)。
在购买forward housing delivery(期房)时,消费者需要关注建成后的plot ratio(容积率)与原规划是否相符。部分消费者在缴纳down payment(首付)后,需申请mortgage(按揭贷款)。但有时,房地产商会使用fake mortgage loans(假按揭)的手段造成成交量需高的假象。如今,房地产市场上热销的resold apartment(二手房)和affordable housing(经济适用房)都是不错的选择。
