海南省副省长陈成23日在海南省四届人大常委会十八次会议上透露，海南正加快推进海南国际旅游岛建设优惠政策的落地，明年初海南有望开始执行境外游客退税政策和实施离岛免税政策。

The  offshore duty-free policy for Hainan has been completed and submitted to relevant departments for approval, said Chen Cheng, vice governor of Hainan province on the 18th Conference of the Fourth Standing Committee of the NPC of Hainan. This means that the specific regulations of the policy have basically been confirmed.

海南省副省长陈成在海南省四届人大常委会十八次会议上称，海南离岛免税政策已经制定完成并提交相关部门审批。这意味着该政策的具体条款已经基本确定。

在上面的报道中，offshore duty-free policy就是“离岛免税政策”，也就是国际游客只要出示离岛机票就可以在海南境内购买一定限额的物品，出境时不用缴税。海南将建设duty-free shopping mall（大型免税购物商场），吸引international big-brand discount shops（国际知名品牌折扣店）进驻海南。

此外，明年年初还将可能实行tax refunds to overseas tourists（境外游客退税）政策，tourists groups from 26 countries（来自26国的旅游团）还将享受 visa-free access to Hainan（入境免签待遇）。
