英国的“北方经济引擎”是啥？

习近平主席访英期间，双方将签署超过300亿英镑（约合2948亿元人民币）的贸易投资协议，为英国创造超过3900个工作岗位。同时，中国政府提出的“一带一路”倡议和英国政府提出的“英格兰北部振兴计划”等，也都将为两国企业在基础设施领域提供新的合作机遇。

The visit will also open export opportunities for UK companies looking to expand into China and attract Chinese investment into the regions. The Northern Powerhouse will get a boost as China is expected to announce further investment into the region when British Prime Minister David Cameron and the president visit Manchester at the end of the week.
本次访问还将为准备进入中国市场的英国企业拓宽出口机会，吸引中国对英国地区的投资。习近平主席将在本周后期与英国首相卡梅伦一同访问曼彻斯特，届时中国将宣布加大对这一地区的投资，推动“北方动力”计划。

The Northern Powerhouse，国内媒体多译为“北方经济引擎”或者“北方动力”计划，是由英国现任财政大臣乔治·奥斯本在2014年率先提出的。

“北方动力”计划指一系列促进英格兰北部经济发展的计划（a proposal to boost economic growth in the North of England），比如，增强交通互联（improvement to transport links）、增加科技创新投资（investment in science and innovation）以及下放城市协议中的权力（devolution of powers in City Deals）等。计划中的核心城市包括：利物浦、曼彻斯特、利兹和谢菲尔德，旨在以大城市群（urban agglomeration）为基础，将英国的经济重心从伦敦和东南部进行转移（rebalance the UK economy away from London and the South East）。
