根据《都柏林公约》(The Dublin Regulation)，难民第一步踏进哪个国家，该国就必须负责接收、处理和审核。但这些前线国家面临大批难民已不堪重负，也越来越不愿意担起这个责任。而很多难民也把这些前线国家当作中转站，其最终目的地是法国、德国等经济发达的国家。

目前，德国主张欧盟应尽快建立"难民分摊"(refugee quota)制度，即根据各成员国的人口、经济实力以及迄今已接纳难民的多寡来确定每个国家接纳的难民数量。于是就有了英法的表态，表示将多接收一些难民。

外媒在报道难民时，用到了migrant、refugee和asylum seeker三种表达，但它们其实有差别。根据《卫报》的解释，migrant指从一个地方移到另一个地方的人，以便在别国居住至少一年(someone who moves from one place to another in order to live in another country for more than a year)。

Refugee指逃离战争或迫害的人，被认为需要国际保护，因为回到家乡对他们来说太危险(a person who has fled armed conflict or persecution and who is recognized as needing of international protection because it is too dangerous for them to return home).

Asylum seeker是寻求避难的人，各国有义务考虑寻求避难人士的要求，不能立即将寻求避难的人遣返回本国(States are under international obligation to consider claims for asylum and not to immediately return asylum seekers to the countries they have fled from)。
